Military Sealift Command SUPERVISORY PROGRAM MANAGER in Naval Base, Virginia

Summary You will serve as a SUPERVISORY PROGRAM MANAGER in the Military Sealift Command (MSC), Directorate Ship Management (DSM), Special Mission Ships (PM2), Oceanographic and Navigational Testing Ships (PM22) of MILITARY SEALIFT COMMAND. Responsibilities You will provide executive and technical oversight of the organization's resources. You will maintain representation and liaison with appropriate components of Sponsor organizations, other military commands, government agencies and private entities are required You will evaluate, review and analyze programs or program segments in terms of effective attainment of scheduled objectives and milestones, utilization of funds, and resolution of problems. You will research, assess, and implement programs to provide management means to increase productivity and effectiveness of afloat and ashore inspections, certifications, assessments and visits. You will of program and command goals and objectives, and ability to integrate same with those of various customers and organizational elements Requirements Conditions of Employment Qualifications GS-14 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience administering and providing oversight of assigned ship Operations and Maintenance (O&M) and Charter contracts. Experience developing Performance Work Statements and other requiring office documents in support of contract procurements. Experience leading complex cross functional teams to impact execution year requirements. Experience managing an annual operating budget. Experience working with external stakeholders representing other DoD interests. Experience presenting high level briefs for Senior Executives and Flag Officers. Experience working within a matrixed organization to support mission requirements of assigned ships.
