Military Sealift Command FINANCIAL MANAGEMENT ANALYST in Naval Base, Virginia

Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the Directorate Maritime Operations (N04), Comptroller Department (N8),Financial Compliance and Policy (N80). of MILITARY SEALIFT COMMAND. Responsibilities You will formulate, implement, administer, review and evaluate Dept. of Defense accounting policy for financial management and accounting operations. You will develops and maintains tools for tracking, managing and reporting on the status of agency policy. You will Advises senior leadership of program issues and identifies gaps in policy areas, conflicts with other policies or other potential problems or risks. You will Represent the Command at conferences or meetings with senior representatives regarding new or revised resourcing, financial management, and/or accounting procedures. You will Interpret statutory, regulatory, or accounting policy changes of higher accounting authorities to subordinate elements, MSC staff, and other major commands as it affects MSC. You will Evaluate financial data processing of support budget, logistical and personnel systems to ensure consistent application of CFO standards. You will Oversees the coordination of Finance and Accounting Division on policy, procedures and compliance You will serves an Action Officer on a broad spectrum of finance and audit operations and interests. Requirements Conditions of Employment Qualifications GS- 13 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing proposals concerning alternative methods, sources, and timing of financing for substantive programs. Experience developing new theories concerning budget, accounting, and financial management programs. Experience Interpreting statutory, regulatory, and/or Finance and Accounting policy, procedures, and compliance to higher authorities, subordinate, staff, and other major commands. Experience executing monthly, quarterly and yearly budget review/reporting Experience developing, and implementing budget financial policies, procedures, and regulations. Experience preparing reports and briefings to command elements, Navy, and/or DoD agencies.
