Commander, Navy Installations MANAGEMENT & PROGRAM ANALYST in Naval Air Station Jacksonville, Florida

Summary You will serve as a MANAGEMENT AND PROGRAM ANALYST in the Strategy and Future Integrated Shore Requirements (N5) department of COMNAVREG SE JAX. Responsibilities You will apply knowledge of warfighter readiness/operations to support Strategic Laydown and Dispersal (SLD) planning. You will apply knowledge of integrated shore management functions to coordinate with Fleet and Fighter Domains in order to support Fleet Combat Capabilities. You will coordinate future integrated surface and undersea warfare related shore requirements/resource sponsor requirements. You will conduct feasibility assessments and determine specific data elements required to support broad requirements/generation processes, management studies and the organizational performance assessment. You will communicate findings, develop recommendations both orally and written using clear, cohesive, and complete products for briefing to senior level management. You will apply knowledge of navy surface ship operations to support future strategic installation level laydown planning. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying analytical and evaluative methods and techniques to issue or studies concerning the efficiency and effectiveness of Shore Installation Management to support Fleet and Fighter Domains in order to support Fleet Combat Capabilities; 2) Understanding pertinent laws, regulations, policies and precedents which affect Shore Installation Management and related support resources (people, money, or equipment) in the area studied; 3) Studying major issues, program goals, and objectives, work processes and administrative operations of an organization; 4) Planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve effectiveness and efficiency of work operations; and 5) Adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
