Responsibilities You will provide management consultation to improve mission, effectiveness, resources efficiency and resource savings. You will be responsible for integrating program billets and manning requirements into the budget submission process. You will collect and analyze pertinent program organizational data and information. You will perform workforce position management studies to determine span of control and overall position requirements. You will attend meeting with managers and supervisors to help formulate improvement plans and strategies. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as:1) Planning and conducting complex comprehensive analytical studies of organizations or significant segments of several major management functions to improve organizational structure and staffing levels; 2) Providing guidance and support to assigned regional programs in the development of detailed manpower plans and/or participate with management in fiscal planning; 3) Advising on proposed reorganizations and/or realignment of functions and change in manpower requirements; and 4) Utilizing automated manpower information systems to track manning levels (e.g. Active Readiness Information System (ARIS) and Billiet Based Distribution (BBD). Education The following education may be substituted for specialized experience: Have successfully completed a Ph.D. or equivalent doctoral degree. OR Have successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree. Physical Demands The employee does sedentary work while sitting comfortably. There may be some walking, standing, bending, carrying of light items, or driving an automobile. No special physical effort or ability is required to perform the work. Work Environment The employee works in an adequately lighted and ventilated office environment. May require occasional travel.
