GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES In collaboration with the Director of the Life Sentence Unit (the ‘Director’), a Special Investigator is responsible for conducting investigations of parole-eligible incarcerated individuals, in accordance with Parole Board Rules and Regulations. The Special Investigator writes a comprehensive summary of an incarcerated individual’s entire profile for distribution to the Parole Board members. The Special Investigator is responsible for conducting a detailed motivational interview with the parole-eligible incarcerated individual, into which is incorporated a risk and needs assessment tool. The Special Investigator is responsible for scoring any assessment tool and providing the results to the Board members. The primary focus of this position consists of gathering electronic records, printed materials, and any other relevant documents, and generating a written and thorough synopsis including memorializing any detailed verbal communication with the incarcerated individual. The Special Investigator is responsible for conveying relevant information to the Board utilizing available technology. This position is also responsible for identifying and communicating any date or sentencing issues to Agency management to ensure that data is recorded and tracked appropriately in SPIRIT by different units within the Parole Board. This position is responsible for the coordination of attorneys, supporters, and observers, during Life Sentence Parole Hearings, while communicating directly with the Parole Board’s security team. On an annual basis, this position assists the Director with data preparation for the Agency’s Annual Statistical Report, as well as supporting the Director with any SPIRIT related issues and assisting with any external data requests, if/when needed. Other related duties as assigned. DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES 1. Investigates and reviews relevant documents for distribution to the Parole Board. 2. Verifies hearing eligibility and sentence structure from original documents for each case prepared on the Life Sentence calendar, while adhering to the policies and procedures of the Parole Board. 3. Creates, maintains and fosters working relationships with attorneys, municipal officials, community groups, agency personnel, members of law enforcement and members of the public. 4. Utilizes criminal justice databases, and custodial authority’s information systems, including CJIS, and verifies CORI, confidential files, and other offender records. 5. Prepares for and travels to the appropriate state facility to conduct a comprehensive motivational interview of incarcerated individuals according to hearing type, and advises incarcerated individuals of Parole Board policies, procedures, and Massachusetts General Laws regarding parole hearing. 6. Administers and scores the incarcerated individual’s LS/CMI according to Agency policy following successful completion of training curriculum and receiving training certification. 7. Interviews collateral contacts of incarcerated individuals for additional information and documentation. 8. Reviews a variety of documents and source information to determine the need for further investigation before a hearing is conducted. 9. Utilizes the Agency’s SPIRIT tracking system to add and track new and additional data regarding incarcerated individuals, including but not limited to personal information, and institutional information. 10. Creates a detailed and comprehensive Summary Report for distribution to the Board. 11. Prepares relevant documents for distribution to the Board. 12. Uploads all physical documents utilizing available technology for distribution to the Board and the Office of the General Counsel for discovery purposes. 13. Distributes applicable documents to outside Law Enforcement Agencies. 14. Coordinates all hearing documents submitted by the parole candidate and/or their attorney for distribution to the Board. 15. Coordinates with attorney of record and/or parole candidate regarding individuals who will be appearing for Life Sentence and Commutation hearings and creates a comprehensive support witness list for distribution to the hearing security team and Parole Board members. 16. Identifies and flags any accommodation issues of parole candidate and supporters; secures and manages appropriate solutions. 17. Coordinates with hearing security team regarding anticipated witnesses, interpreters, or any accommodation device, and relays any accommodation issues with parole candidate or supporters to Office of the General Counsel and Board members. 18. Executes and administers any multi-media needs for Life Sentence Parole Hearings including Webex. 19. Travels to appropriate state facility to secure and execute Life Sentence documents. 20. Assists other Agency units with non-Life Sentence Hearings. First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS:Applicants must have at least two years of full-time, or equivalent part-time, professional or technical experience in investigative work or law enforcement. Substitution: I. A Bachelor's or higher degree may be substituted for the required experience on the basis of two years of education for one year of experience. -One year of education equals 30 semester hours. -Education toward a degree will be prorated on the basis of the proportion of the requirements actually completed.
