Job Description: We are seeking a Project Controls Manager to oversee our NASA NASA/Ames Simulations Branch contract alongside the Program Management Office. This position will be located onsite at NASA Ames Research Center, with the potential for a hybrid work setup. Key responsibilities for the Project Controls Manager will include participation in the planning and managing of resources required for completion of work, to include cost management, scheduling, and translating technical performance and subcontractor execution in to required Contract Data Requirements Lists (CDRLs), Estimate-at-Complete (EAC)/Estimate-to-Complete (ETC) deliverables, and other ad hoc reporting as required. Additionally, this position will be responsible for monitoring and tracking project cost information in Deltek Costpoint, all prime and subcontractor expenditures, approved contract plans and budgets against actual expenditures, Other Direct Cost (ODC) plans and expenditures, contract timelines and project schedules, and all project changes related monitoring and execution of the contract. Prospective candidates should demonstrate in-depth knowledge of government contracts; demonstrated experience working with multiple contract types is preferred. This position will be interfacing with all levels and employees of the company and the customer, and must possess excellent interpersonal and communication skills, both written and verbal. Responsibilities:

  • This position manages the project controls for the NASA/Ames Simulations Branch contract.
  • Manages and enforces all controls and operating policies that could impact any project; to include identification, monitoring, and mitigation of risk factors set by the Program Management Office (PMO).
  • Responsible for management and coordination of all project reporting structures and processes to enable sharing of project information with internal and external stakeholders.
  • Develop and maintain reporting documents for all cost and budgeting considerations, project changes (to include financial components of contractual changes, funding and period of performance modifications, changes in scope, or extensions), and other priorities as determined by the Program Management Office.
  • Provide sound and timely advice and support to Program Manager as needed.
  • Provide input to facilitate strategic decisions impacting overall contract operations.
  • Provide input during budget development, both internally and project-based support.
  • Communicate financial and project management information, accurately and effectively, to the external customers, and subcontractors as required.
  • Create and maintain a project-based reporting calendar showing cut-off dates, submission due dates, and track delivery status within corporate Quality Management System.

Requirements

  • Bachelors degree in finance, business administration, engineering, or similar.
  • MBA, other advanced degree or certifications preferred, but not required.
  • 5+ years of managerial experience; preferably in aerospace and defense or government contracting (non-negotiable).
  • Demonstrated ability to communicate internally and externally to the company, with a proven track record of resolving escalated issues relating to business operations.
  • Experience in high valued aerospace and defense projects from inception to close out is preferred.
  • Experience with Costpoint, specifically the Projects Module is preferred.
  • Ability to work under pressure and a key factor is that the incumbent is deliverables driven.
  • Broad business acumen including risk assessment and management.
