Job/Position DescriptionProgram Specialist VThis position reports to the Associate Director of Permanency. This position analyzes data and identifies strengths and gaps in policy and practice in the permanency division. The position plans, develops, implements, and monitors specialized projects and programs designed to increase the number of children achieving positive permanency for children and youth in the managing conservatorship of DFPS. The position will examine and develop policy and practice that ensures an emphasis on the sense of urgency needed to help children safely exit care to a permanent home as soon as possible. This position conducts specialized research projects, develops curriculum, and writes reports and issues papers as assigned by DFPS management due to legislative requests, media concerns or inquiries from the public. The position contributes to the development of the statewide business plan, strategic plan, and federal state plans. The position provides consultation to DFPS state office and DFPS field staff in analyzing data, identifying gaps in services, and developing and implementing plans to improve agency functioning. The position responds to short term or emergency requests with little turn-around time for completion. The position routinely leads internal and external stakeholder workgroups and provides presentations and trainings to stakeholders. The position routinely interacts with DFPS state office staff from all divisions, field staff at all levels, staff from other state and federal agencies, providers of services for DFPS clients, the public, stakeholders, and legislators. This position is preferred to be housed in Austin; however, there is the potential for the position to be housed statewide. Essential Job FunctionsAnalysis data, identifies service needs, develops, and implements program initiatives designed to increase the number of children achieving positive permanency with a sense of urgency. 20% Researches and analyzes information from other agency divisions, other state agencies, community and advocacy groups, and other states for the purpose of program planning and development. 10% Plans, develops, and revises policy and procedures. Prepares special project reports, studies, issue and position papers, and administrative reports. 15% Evaluates and interprets state and federal legislation and judicial mandates. 15% Serves as a subject matter expert and provides technical assistance, training, written guidelines, and interpretation of policies and procedures to both agency staff and external stakeholders. 15% Reviews and evaluates service delivery through input from field staff and review of management reports and special studies. 10% Develops working relationships with internal and external stakeholders. Evaluates national trends and stays abreast of current research. Networks with state and national governments, associations, advocates, and academia, to improve program operations. Makes presentations at professional conferences.
