Richmond Community Services Chief Operating Officer in Mount Kisco, New York

Under the direction of the CEO, oversees and ensures the delivery of quality clinical and support services for all individuals supported by Richmond in group homes, day programs, 919 buildings, community programs, and other existing and future programs. Plans, develops, organizes, directs, implements, and controls the programs, services, and activities for the functional area of responsibility in keeping with the agency’s quality standards. Supervises Clinical Directors and Residential Administrators.

The COO provides management, leadership, and vision to ensure the Agency meets its short-term and long-term objectives by creating enduring policies and a company culture that strengthens operational efficiency and quality of services.

The Chief Operating Officer demonstrates knowledge of RCS’ quality mission, vision, and values. In addition, this position actively participates in quality improvement projects (e.g., communicating issues, offering suggestions) to ensure ongoing excellence of services, programs and staff to maximize the quality of life for individuals supported by RCS.

Essential Job Functions

• Participates in the development and implementation of the Board-approved strategic plan.

• Develops, directs, and prioritizes the implementation of short- and long-term goals and objectives for respective areas of responsibility.

• Initiates programs and develops written policies/procedures in response to agency needs. Organizes and integrates these appropriately into the activities and operation of the agency.

• Keeps abreast of development and trends relative to the functional areas of responsibility. Communicates this information, as appropriate within the Agency, and incorporates same into goals/objectives.

• Ensures agency compliance with regulatory and legal requirements of the respective functional area of responsibility.

• Confers and meets with external groups on an ongoing basis to conduct the agency’s business regarding the functional areas of responsibility.

• Confers and meets with appropriate staff regarding the creation of and changes to existing policies and programs to coordinate the delivery of services.

• Participates in the agency budget process. Monitors and analyzes expenses within respective functional areas to meet budgetary guidelines while ensuring an acceptable level of service delivery.

• Attends, participates in, and/or conducts meetings as required. Prepares and participates in presentations to the Board of Directors and represents the agency in the community.

• Ensures adequate and accurate record keeping for functional areas of responsibility.

• Prioritizes and delegates job tasks and monitors staff performance to ensure timely and accurate completion of required work.

• Provides ongoing direction and feedback (both positive and negative) regarding performance. Counsels staff and administers discipline as needed following Richmond policies.

• Objectively evaluates staff by completing performance appraisals, promptly utilizing program evaluations and self-assessments from managers. Works closely with managers to create action plans for development.

• Interviews, hires and terminates staff for functional areas of responsibility. Directs the day-to-day activities of staff. Prioritizes and delegates job tasks and monitors staff productivity to ensure timely and accurate completion of required work.

Qualifications & Minimum Requirements

• MBA in Business Administration required.

• 5+ years of administrative management/supervisory experience required

• Knowledge of Intermediate Care Facility (ICF), Individual Residence Alternative (IRA) and Day Habilitation regulations and applicable laws preferred

• Ten or more years of broad-based experience in the field that includes familiarity with community residences, day habilitation, service coordination for families, and rehabilitation clinics preferred

• Ability to make business projections three years into the future

• Demonstrated experience in ethical leadership

• Proven track record of managing complex budgets successfully

• Valid New York State driver’s license
