Job Description:

Under direct supervision of the Director of WellSpan Philhaven Operations, ensures the quality of clinical care being provided to patients in the assigned Emergency Departments with oversite to Supervisors and Behavioral Health Consultants (BHC's) in assigned emergency departments (ED's). Oversees the implementation of policies and procedures related to clinical care in the ED's. Assists as needed with program operations, budgeting, outcomes and other data collection, the management and oversight of support needs and client care documentation/medical records. Provides supervision and clinical oversight and consultation to BHC Supervisors as well as supportive direct care as needed. This position supervises staff in multiple ED's and across three shifts to provide 24 hour a day coverage.

  • Collaborates with Director of Access and Crisis Management to develop, establish and implement goals, objectives, and policies and procedures for behavioral health services within the Emergency Departments which guide and support the provision of the department/service line/entity's services.

  • Supports the department in continuous assessment and improvement in operational, clinical, and financial performance and makes recommendations for process improvement related to a variety of complex and detailed workflows and internal processes.

  • Consults with operational and clinical leaders regarding matters related to departmental functions and/or services and supports operational leaders with implementation and completion of performance improvement action plans and initiatives.

  • Leads and manages special projects and initiatives associated with behavioral health services which include improving access to Emergency behavioral health services through new service delivery models.

  • Understands and incorporates Lean methodology to aspects of the department operations and entity.

  • Collaborates with Director of Access and Crisis Management to develop and implement short and long range strategic and operational planning for the Emergency Department behavioral health services.

  • Provides administrative support to Director of Access and Crisis Management with day-to-day operational projects, tasks and assignments, as necessary.

  • Clinical Support

  • Provides clinical consult and education for staff.

  • Develops clinical training programs designed to address mental health needs.

  • Participates in the orientation of new BHC's and facilitates their participation in ED operations and services

  • Works in collaboration with Director and ED staff to provide specific and targeted clinical supervision to increase staff therapeutic effectiveness.

  • Works in collaboration with the Director and ED staff in the development and implementation of program, Performance Initiatives and outcomes.

  • Works in collaboration with the Director and team in monitoring and reviewing charts, ensuring completeness and quality of documentation.

  • Demonstrates strong clinical competence to support and navigate complex clinical evaluations to determine patient level of care and disposition decisions in conjunction with Crisis Services, Psych Consultations, Managed Care/Insurance and ED staff.

  • Attends scheduled meetings related to administrative issues or organizational needs. Participates as a member of organizational committees or task groups as needed.

  • Performs annual evaluations and competency assessments of staff in accordance to policy and supports ongoing development and education of staff.

  • Participates in interviewing, hiring, and promotions for staff, as available.

  • Acts as a primary liaison between the ED, hospital staff and the Access Center to resolve complex multi - system and individual patient care issues and problems.

  • Interacts with all patients and family members with an awareness of confidentiality requirements and patient rights issues, and sensitivity to the patient's and family's level of distress and needs.

  • Communicates with and coordinate care with other providers or agencies who may be working with the patient including, but not limited to, the primary care physician, the school, Probation & Parole, Children & Youth, attorneys, and clergy.

  • Supervises/organizes the shift's workflow and gives direction Supervisors and BHC's as necessary to facilitate and prioritize workflow.

  • Provides satisfactory customer services to patients, families and personnel by assessing complaints or grievances on assigned shift and appropriately documenting for proper follow up.

  • Supervises assigned staff providing verbal and written feedback regarding job performance issues to assist in ongoing personal and professional development.

  • Completes core competency assessments and formal performance evaluations for assigned staff prior to due dates.

  • Participated in the interviewing and selection of new staff; conducts departmental orientation for new hires as required.

  • Maintains an accurate and up-to-date awareness of WellSpan Philhaven programs and services and educates staff as needed.

  • Maintains an awareness of WellSpan Philhaven's admission criteria and the Mental Health Procedures Act and serves as a resource for other WellSpan Philhaven staff concerning appropriateness for admission and mental health legal requirements.

  • Minimum Experience:

  • One year post licensure or licensure and 5 years clinical experience working with the full range of ages and diagnoses.

  • Minimum Education:

  • Master's Degree in Human Services field

  • Minimum Field Of Expertise:

  • : Psychology, social work or related field of study

  • Preferred Experience:

  • Experience in ED setting; experience working in a medical setting.

  • Required Licensure:

  • Licensure in Pennsylvania in one of the following: Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW) or Licensed Marital and Family Therapist (LMFT), or Licensed Social Worker (LSW)

  • Skills:

  • Excellent human relations, customer service, and oral/written communication skills; visual ability to review and prepare written information and to observe patient behavior; analytical ability; ability to provide counsel; a moderate level of physical prowess

  • Must possess a valid driver's license in the current state of residence, knowledge of and ability in the care and handling of patients in all age groups
