What will you do?

Compliance to Bill 96 (An act respecting French, the official and common language of Québec)

  • Compliance to Bill 96 is mandatory for Siemens Canada in order to do business in Québec. To that effect, a francization certificate must be granted by the Office Québécois de la langue française (OQLF) to be allowed to do business in Québec.

  • Coordinate/manage information campaign for corporate functions and business units to ensure Siemens Canada’s compliance with new Bill 96.

Office Québécois de La Langue Française (OQLF)

  • Build/maintain strong relationship with the OQLF.

  • Ongoing dialogue with the designated OQLF’s counsellor, collaboration with designated counsellor for the preparation of triennial audits.

  • Ongoing dialogue with OQLF’s designated counsellors regarding complaints.

  • Preparation and management of OQLF’s triennial audits.

  • Preparation and review of extensive questionnaire with all business units/functions involved.

  • Preparation of physical audits as per the OQLF’s requirements in the designated locations, as per the OQLF’s requirements.

  • Management of OQLF’s corrective action plans following triennial audits.

  • Preparation of corrective action plans with each targeted group, as per the OQLF’s requirements and findings.

  • Review and management of corrective action plans with each concerned party.

Francization Certificate

  • Management and maintenance of the company’s Francization's Certificate.

  • Communications, training, etc., must be bilingual and meet Siemens Canada’s quality standards.

Francization communications

  • Keep all employees informed of legal language requirements via communications, mandatory francization training, etc.

  • Ongoing support and counselling with all parties, business units, etc. regarding language requirements.

  • Overview of compliance regarding communications posted in all locations and distributed in Québec (must be in French or bilingual).

Francization Training

  • Preparation and management of a mandatory online Francization Training for employees.

  • Mandatory training is reviewed upon legal changes or every 2/3 years.

Francization Committee

  • Management of the Francization Committee.

  • Nomination of an employee representing the management (as per new Bill 96).

  • Confirmation of a francization committee as per the approved election process.

  • Management of mandatory biannual meetings with the committee as per legal requirements.

  • Meetings’ minutes must be signed by francization committee members and sent to the OQLF as per new Bill 96.

Complaints

  • Management of all francization complaints (internally or filed to the OQLF).

  • Management of internal complaints – preparation of an action plan – if relevant - with business unit involved.

  • Management of Francization Mailbox dedicated to francization topics, issues, and complaints.

  • Management of external complaints filed directly to the OQLF – discussions with the OQLF’s designated counsellors, legal services and related management, and establishment of an action plan with involved parties.

  • Monitor and reports to management all cases of non-compliance and complaints (both external and internal) via a Francization Compliance Tool.

Translation Services

  • Management of translation services’ providers.

  • Develop consistency in terminology, maintain quality and provide quality reviews.

  • Review of monthly reports and provide annual report with analysis.

Quality

  • Oversees quality content of company's Intranet and Internet for Siemens Canada and its affiliates.

  • Oversees quality of all communications in general (for the French content).

  • Coaching and consulting on a regular basis to improve efficiency.

Regulatory

  • Management of related francization Policies and Procedures.

  • Assist Siemens Canada’s corporate groups with regulatory filings in Quebec particularly with governmental agencies that insist on transacting with us in French. Lobbying, AMP, dealings with Revenu Quebec and other licensing and permitting activities.

What will you need to succeed?

  • Degree in related discipline

  • 5 to 10 years experience working in a similar role.

  • Demonstrated experience working in large corporations, within legal or compliance would be an asset.

  • Demonstrated experience liaising with government agencies, including OQLF is an asset.

  • Ability to work across the organization, locally and globally and manage cross-functional teams/committees.

  • The successful candidate for this position must be bilingual. Fluency in French and English (verbal and written) is required to perform the duties and responsibilities of the position for the following reason(s): The role requires interacting with English-speaking customers and suppliers across Canada and/or internationally; The role requires regular interactions with Siemens colleagues based outside of Quebec, nationally and internationally;
