National Institutes of Health Supervisory IT Program Manager in Montgomery County, Maryland

Summary This position is located in the Identity and Access Management Services (IAM), Office of IT Services (OITS), Center for Information Technology (CIT), National Institutes of Health (NIH), Department of Health and Human Services (HHS). As Program Manager for Identity and Access Management Services (IAM), the incumbent manages, oversees, and directs the programs and services of the IAM. Responsibilities As a Supervisory IT Program Manager you will: Provide overall direction and guidance for enterprise architecture solutions to effectively support the identity and access management needs of the National Institutes of Health. Oversee the general day-to­-day operations of the Center for Information Technology's Identity and Access Management Services with focus on consistency, reusability, and integration of a substantial product portfolio to provide enterprise-wide identity and access management services. Evaluate system specifications, processes, and working parameters for complex application integrations. Advise and consult senior leadership on costs, benefits, and implementation of access and provisioning solutions. Act as a point of contact with external stakeholders and provide technical expertise to guide application development teams through the integration process. Direct and manage the implementation of state-of-the art practices, techniques and methodologies in all stages of information technology life cycles. Negotiate and prepare funding information for interagency support agreements with federal partners and NIH Institutes. Supervise the IAM in selecting and applying appropriate problem-solving methods and techniques; providing advice on work methods, practices, and procedures; and identifying the parameters of a viable solution. Requirements Conditions of Employment Qualifications To qualify for a Supervisory IT Program Manager, you must have IT-related experience as described below. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. IT related experience must demonstrate each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that you work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND to qualify at the GS-15 level: You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to the GS-14 level in the Federal service, obtained in either the private or public sector typically gained in the IT field or through performing IT related tasks such as: managing the design, development, and deployment of identity and access management IT services, systems, and applications for an organization; oversee the development of new identity and access management services or initiatives to meet customer requirements; develop goals, objectives, plans, and policies for the provision of IT services; provide advice and consultation to management and customer officials on IT services; and provide supervision and direction to other staff in providing IT services.
