ICF Consulting Group, Inc. Writer for International Labor Research in Montgomery, Alabama

ICF is growing, and we are hiring a Writer for International Labor Research to support research, policy, and administrative activities for our client at the U.S. Department of Labor. This is a full-time, remote or hybrid position at the U.S. Department of Labor in Washington D.C.

The International Labor & Migration team at ICF helps clients identify, document, measure, and address human rights violations and labor exploitation through mixed methods, qualitative and quantitative research, and data collection across countries and industries.

The Writer for International Research will be part of the ICF team that provides research, publication, policy, and administrative support to Office of Child Labor, Forced Labor, and Human Trafficking (OCFT) at the U.S. Department of Labor (DOL) Bureau of International Labor Affairs. With over 25 years of experience, OCFT is a world leader in the fight to eradicate child labor, forced labor, and human trafficking. OCFT combats these egregious labor abuses using a two-part approach: i) providing cutting-edge research on child labor and forced labor in more than 150 countries around the world, and ii) working collaboratively with nearly 100 governments and 80 organizations to strengthen laws, enforcement, policies, and social programs to end child labor and forced labor.

Key Responsibilities

  • Support OCFT’s Technical Assistance and Cooperation (TAC) Unit in researching and writing examples of project impact to be included in TAC’s project summaries, including researching closed projects for which indicators of impact need to be added to project summaries

  • Conduct targeted research to identify and assess the ongoing efforts of other donors including other U.S. Government agencies and ways that OCFT’s technical assistance efforts could link to or complement these efforts to maximize impact. This would include tracking new funding related to child and forced labor in the regions. Related to this, support to identify research and technical assistance gaps related to high profile supply chains in high engagement countries

  • Update a project management tracker with information on older, closed projects

  • Create and manage a distribution list of key contacts related to TAC’s projects

  • Support cross-office collaboration between TAC and other units within OCFT and beyond

  • Support sharing and exchanging ideas by topic and region throughout the year among TAC grantees

  • Host training videos or tutorials about DOL reporting

  • Facilitate peer-to-peer regional meetings for grantees beyond OCFT’s annual Grantee Orientation

  • Provide ongoing technical assistance support on an array of topics for TAC grantees

  • Expand and further develop TAC’s stakeholder database and mapping exercise and improve its use though updated technology

Required Qualifications

  • Bachelor’s degree in public policy, international relations, international affairs, or social sciences

  • 2+ years of experience in writing and editing communications materials,

  • 1+ years of conducting desk research

  • 1+ years writing or editing on topics related to vulnerable populations, human rights, child labor, forced labor, or human trafficking

  • 1+ years of experience in project coordination and database management

  • 1 + years of Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel, OneNote)

  • Ability to obtain low-level security clearance. Must meet all Background Investigation requirements in accordance to FIPS 201-2 para 2 (Common Identification, Security, and Privacy Requirements) section 2.1 and 2 (p. 5 and 6).

Preferred Qualifications

  • 1+ years of experience using project management tools such as Project for the Web, Asana, SharePoint, WorkZone, Trello, and WorkBook

  • 1+ years of experience working on U.S. Government-funded projects or other international development projects

  • Organizational, problem-solving, attention-to-detail, and facilitation skills

  • Good collaboration skills, and the ability to work effectively with a geographically diverse team

  • Experience working independently, completing assignments with minimal supervision

  • Advanced professional proficiency in verbal and written English
