Our jurisdiction has more than 328 miles of navigable waterways, 23 navigation locks and dams, 16 multi-purpose reservoirs, 42 local flood-protection projects and other projects to protect and enhance the nation's water resources, infrastructure and environment.

Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

*About the Position: *This position is a Laborer position at one of the Locks and Dams that performs a variety of manual labor tasks incidental to trade or craftwork requiring application of knowledge and experience gained on previous similar assignments.

Duties

  • Assists skilled trades or craftsmen by retrieving tools or materials; holds, moves, lifts, or carries items.
  • Cleans equipment and work areas.
  • Digs and grades trenches with hand tools.
  • Fills and levels holes in roadways.
  • Sets forms, mixes and pours concrete.
  • Operates power lawn mower.
  • May occasionally operate jack hammer or power tools.
  • Loads and unloads trucks; moves, sorts, arranges, or stacks a variety of supply items.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a Temporary position intended to last 6 months. A temporary position MAY BE extended to a maximum of three years and may be terminated at any time during the duration of the appointment, depending upon the needs of management.
  • This position requires the completion of a pre-employment Physical Examination.
  • This position has a requirement to lift up to 50 lbs. in the regular performance of duties.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) LABORER without more than normal supervision. Performed simple manual tasks that require a basic understanding of cleaning, grounds maintenance and lifting procedures; performed routine operator maintenance of hand tools and equipment; safely used industrial cleaners (typically used in households) and basic hand and yard tools and equipment, such as a rake, pitch fork, wheelbarrow, hand-pump sprayer, hand truck, shovel, push lawn mower (manual), hammer, screwdriver, wrench, and pliers; and performed routine work assignments with little or no assistance (e.g., picking up all paper and trash around the work site three times a week) - Failure to meet this Screen out Element will result in an ineligible rating.

  • Exerts heavy physical effort in doing such tasks, frequently lifting and moving objects weighing over 50 pounds, running power mowers on grades or pushing heavy wheelbarrow loads of concrete, etc.
  • Works outside in all kinds of weather, and inside in areas that may be dusty, drafty, and noisy. Equipment, tools, and tasks involved at this level frequently require special care to avoid serious injuries. Works on and around river structures involves hazards of falling and drowning. Work requires continuous standing, walking, and stooping.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone. No substitution of education for experience is permitted.
