CITY OF MOAB Associate Engineer in MOAB, Utah

General Purpose

The Associate Engineer supports engineering design, project management, assisting in development review, assisting in construction inspection, survey and other engineering functions.

This position will assist on activities associated with the planning, design, construction, and maintenance of capital improvement projects, including the preparation of designs, plans, specifications, and reports for the development of City infrastructure.

This position will assist on activities on private development review and will work closely with the engineering department and other departments as needed.

Reporting Relationships

The Associate Engineer works under the close supervision of the City Engineer.

Essential Functions

This position assists with planning, organizing, and managing the engineering functions of the City, which include but are not limited to:

  • Assisting in the designing of and preparing plans, specifications, and cost estimates for capital improvement projects such as streets, stormwater facilities, water & sewer line extensions, parks and recreation facilities, and other municipal type projects. 
  • Participating in construction inspection of City projects for compliance with applicable specifications, codes, standards, etc. 
  • Participating in site inspections, field surveys, and data collection for City projects. 
  • Assisting in reviews of construction plans prepared by private engineers. 
  • Assists the City Engineer in Floodplain Management

The Associate Engineer assists in creating reliable documents for citywide use such as:

  • Analytical models developed using complex engineering software applications to be used as planning tools for City utility systems and transportation system. 
  • Informational maps of City's utility systems, streets, and floodplains. 
  • A wide variety of special studies and analyses, prepares written reports. 
  • As requested by Supervisory staff this position is expected to coordinate with other departments, and outside agencies. Strong communication and interpersonal skills are critically important.
Education and Experience
  • Bachelor's degree in engineering with major coursework in Civil Engineering or closely related field, and 
  • Two (2) years of professional experience in the engineering field, or 
  • An equivalent combination of education and experience.
Required Knowledge, Skills and Abilities
  • Working knowledge of the modern principles, practices, methods, materials, and techniques of civil engineering as applied to private development projects and public works, utilities, and construction projects; considerable knowledge of applicable laws and codes relevant to civil engineering. 
  • Working knowledge of capital improvement cost estimation and contract administration; including basic knowledge of capital improvement planning and budgeting. 
  • Ability to use a full range of computer programs, equipment and materials as applied to civil engineering, including word processing and spreadsheet applications as well as GIS and CAD-based software programs; ability to communicate effectively both orally and in writing; ability to establish and maintain effective working relationships with employees, other departments and agencies, and the public. 
  • Working knowledge of the practices of researching engineering and design issues, evaluating alternatives, making sound decisions, and preparing and presenting effective staff reports.
Work Environment and Physical Demands

Employees work under typical office conditions, and the noise level is usually quiet. Talking, hearing, and seeing are necessary for performing most essentia l functions. Common eye, hand and finger dexterity is required for most essential functions.
