Incumbent serves as Services Division Director of the City of Mishawaka Police Department, responsible for supervising staff, performing technical duties in research, planning and directing assigned division within the Police Department.

DUTIES:

Promotes values of the City of Mishawaka Police Department.

Supervises and directs assigned personnel, including analyzing workload and human resource needs, reviewing position documentation, interviewing applicants, making hiring recommendations, orienting new subordinates, planning, delegating, and controlling work assignments and special projects, establishing specific work goals, training, developing, and motivating, determining significant changes in responsibilities, evaluating performance results, recommending personnel actions, keeping supervisor and assigned staff informed of organization developments, maintaining discipline and recommending corrective action, and communicating and administering personnel programs and procedures.

Recommends to the Chief of Police policies, methods, and procedures to increase the efficiency and effectiveness of the Services Division.

Oversees and maintains efficient operation of the Services Division. Manages the Department finances, budget, and equipment through purchases and inventory control, including the Department fleet maintenance and assignment.

Prepare statistical reports as needed.

Oversee awarded grants, including applications and periodic reporting.

Oversees and manages the Property Room, including overseeing the Property Room Manager, and maintaining property and evidence, including chain of custody requirements.

Oversees and manages the Parking Enforcement representative.

Participates in development and implementation of department goals, objectives, policies, and procedures. Writes/revises and distributes general orders and directives.

Prepares reports of special activities or investigations as required.

Monitors and reviews all paperwork of assigned staff, ensuring paperwork is correct and accurate.

Oversees manpower allocation to ensure the effective and efficient utilization and deployment of personnel and assigned equipment.

Ensures staff under his/her command are fit for duty and makes every attempt to correct any fit for duty problem, while documenting information and taking appropriate action. Ensures staff under his/her command comply with department rules, regulations, orders, or directives.

Pertaining to the Services Division, maintains chain of command by passing orders through subordinate officers and keeping superior officers informed of current developments and results during shift.

Pertaining to the Services Division, Provides mutual aid to other law enforcement agencies in accordance with department policy.

Occasionally attends meetings and serves on committees as directed by Police Chief.

Provides testimony and presents evidence in court.

Maintains current knowledge of applicable City, County, State, and federal laws, regulations, and ordinances.

Performs related duties as assigned.

JOB REQUIREMENTS AND DIFFICU TY OF WORK:

High school diploma or HSE required.

Must be at least 21 years of age.

Ability to meet all departmental hiring and retention requirements, including passage of polygraph exam, drug screen, and background investigation.

Thorough knowledge of and ability to make practical application of the customary practices, procedures, rules, and regulations of the department to take authoritative action as needed.

Knowledge of applicable City, County, State, and federal laws, regulations, and ordinances relating to Service Division enforcement activities.

Working knowledge of and ability to use all assigned department equipment and weapons, including but not limited to crime scene equipment, computer, keyboard, calculator, camera, body camera, vehicle, radio, binoculars, mace, rifle, handgun, shotgun, protective clothing/equipment, and taser.

Working knowledge of radio frequencies, codes, procedures, and limitations with ability to speak clearly and distinctly, hear and be heard and understood when communicating in person, by radio or by telephone.

Working knowledge of and ability to properly use and maintain appearance and serviceability of all assigned/required vehicles, uniforms, equipment, and weapons.

Working knowledge of standard practices and procedures in administering first aid and CPR.

Working knowledge of standard English grammar, spelling and punctuation, and ability to complete detailed reports within department deadlines.
