The Subcontracts Administrator will provide subcontract administration support with day-to-day task leadership provided by the Subcontracts Manager.

Principal Duties and Responsibilities will include:

  • The management of the complete procurement process from proposal preparation activities, negotiations, administration of subcontracts and execution of supplier management activities; to providing for the acquisition of equipment and services in accordance with company policies, legal requirements, and customer specifications for the U.S. and international customers.

  • Administer full life cycle subcontract management, including but not limited to proposal support, negotiations of non-disclosure agreements and teaming agreements, preparation of solicitations packages to subcontractors, evaluation of subcontractor proposals, price analysis, negotiations of terms and conditions, award of subcontracts, subcontract administration, issuance of subcontract modifications, issue resolution and closeout activities.

  • Ensuring compliance with FAR, DFARS and Prime Contract flow-down provisions, company policies and procedures, and subcontract provisions across the program.

  • Develop and negotiate subcontract terms and conditions, Prime Contract flow-down terms and conditions including estimated cost/price, delivery, quality, and performance requirements. Document negotiations in accordance with Procurement policies and procedures

  • Develop, negotiate, and execute related agreements, such as non-disclosure agreements and Advance Procurement Actions or strategic agreements such as Teaming Agreements

  • Prior experience participating in a CPSR, and understanding of compliance requirements.

  • Invoice management

  • Perform data entry using various databases and perform any other duties or tasks as assigned.

  • Must be able to assess, prioritize, drive issues to closure and be assertive when required. Exercise discretion and independent judgment in the performance of duties.

  • Exhibit best practice work habits and collaborate with other team members to promote operational excellence

Required Education, Experience, & Skills

  • Experience and understanding of subcontractor solicitations and bid analysis/process with 2 years' relevant experience.

  • Ability to maintain compliance with Defense (DoD) Contracting regulations including FAR/DFAR

  • Understanding/knowledge of CPSR audits and requirements.

  • Ability to exhibit sound interpersonal and collaboration skills while interfacing, coordinating, and negotiating with company personnel, customers, and suppliers

  • Ability to demonstrate critical thinking using sound judgement while complying with company policies / procedures and applicable state and federal laws and regulations

  • Exceptional oral and written communication skills.

  • Proficient with Microsoft Office Suite (Microsoft Excel, Word, and Outlook).

  • Ability to find win-win solutions; a make it happen attitude.

Preferred Education, Experience, & Skills

  • Experience with Oracle ERP systems

  • Experience in regulatory and trade compliance, particularly with regards to export control per International Traffic in Arms Regulation (ITAR)/Export Administration Regulation (EAR)

  • Demonstrable contract interpretation skills

  • Ability to obtain CPSM, CPM, CIPS or CFCM certifications

Pay Information

Full-Time Salary Range: $64130 - $109010

Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
