Responsibilities The primary purpose of this position is: As an Air Reserve Technician (ART), to manage operations resources to include serving as Host Aviation Resource Manager; serving as the operations resource management (AFSC 1C0X2) functional manager; assisting in the administration of group executive support; and, training reservist in the accomplishment of tasks set forth herein. DUTIES: 1. Plans, organizes, and directs all operations resource management programs an activities for the Operations Group. Serves as the operations resource management functional manager/advisor for the Operations Group 2. Directs, control, and monitors the operation, maintenance, and training of the Aviation Resource management System (ARMS) at the operations group level. 3. Conducts studies, analyses, inquiries, and surveys related to flying operations and operations resources and performs various functions and special projects directed by management or higher-level command. 4. In concert with the Operations Group executive officer, plans and organizes executive support services, functions, and activities. Performs studies to determine mission support requirements. Requirements Conditions of Employment Qualifications OBLIGATED POSITION: This position is obligated to the former incumbent who has return rights to this position under 10 U.S.C. 1586. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the flight management policies, directives, and procedures as they relate to the weapon employment and systems, automated flight and training records. Knowledge of AF operations, resources management systems and associated programs, interface requirements, browsers personnel flight records and maintenance. In-depth knowledge of aviation service eligibility, aircrew rating system, aircrew incentive pay requirement, reservists' inactive duty training requirements, aircrew compliment. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: A combinations of education and experience mat be used to qualify for this position. FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of ARMS and other operations resource directives/instructions, policies, and procedures. Skill and ability to operate ARMS and its system interfaces and to troubleshoot system problems. Knowledge of aviation service eligibility directives, aircrew compliment and requirements. Knowledge and experience in using personal computer (a variety of software and hardware, i.e., word processor, spreadsheet, graphics). Knowledge of Reserve flight pay allowances. Knowledge of and skill in application of administrative policies, concepts, directives, and procedures. Knowledge of AF computer security procedures. Ability to effectively communicate verbally and in writing. Skill in applying analytical and evaluative techniques to the identification and resolution of unit issues. OTHER SIGNIFICANT FACTS: 1. Performs other related duties as assigned. 2. This is an Air Reserve Technician (ART) enlisted position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow the incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience. This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency.
