Within the Office of Information Technology (OIT), we are seeking a resource manager within a matrix-managed organization. The individual in this position will be responsible for leading network infrastructure and telecom functions through the supervision and ongoing development of over 20 IT professionals. This position reports to the Senior Director for Infrastructure & Production and works closely with other IT managers as well as cross-functional service owners to ensure service issues are addressed promptly and effectively and resources are available to support the technology of the University of Minnesota and its five system campuses. A successful candidate will have a passion for developing and managing people through coaching and mentorship and proven leadership skills. This is a hybrid position sharing time in-office and remotely. The University of Minnesota is committed to fostering local talent through employment opportunities. Annual merit increase program. Job Duties Resource Planning & Hiring Interview, hire and onboard the talent needed to support current and future priorities. Define team member roles and responsibilities. Assign resources to services, working with team leadership to negotiate team member capacity. Skills Forecasting Complete regular talent reviews for the Network and Telecom team -- identifying potential, understanding staff aspirations, and drawing connections with organizational talent needs and strategies. Collaborate with service and Agile teams to assess skill sets and talent to ensure teams are staffed appropriately. Training & Development Connect staff to experiences and training that extend their skills, and support organizational operating models. Provide exposure beyond their immediate role and team and set them up for success in their next role. Proactively anticipate new technologies and solutions to inform staff development and training. Manage a training budget. Coach staff to learn, grow, maximize their potential, and exercise creativity. Collaborate with staff to set individual objectives/goals and align them with the organization's goals. Performance Management Set appropriate performance expectations, provide regular feedback, evaluate performance, address concerns, and manage compensation for employees. Coordinate with service owners to ensure service issues are addressed promptly and effectively, maintaining a high standard of customer satisfaction. Seek feedback for team member performance from key individuals including, scrum coaches, team leads, service owners, other IT leaders. Employee Relations Manage conflict and resolve issues and concerns raised by employees. Qualifications Required Qualifications: Bachelor's degree and 8 years of relevant experience OR a master's degree and relevant experience or a comparable combination of education, training and/or experience. Examples include: Skills forecasting Training and Development Performance Management Diversity and Inclusion Experience supporting infrastructure technologies 5+ years of experience in a professional IT supervisory or managerial position. Knowledge of infrastructure technologies and IT service methodologies. Examples include, but are not limited to: Routing and switching VoIP DNS Firewall Load Balancing Preferred Qualifications: SAFe, Lean, or Agile experience. Experience moving beyond traditional network security systems such as firewalls and VPNs to ZeroTrust methodologies. Experience leading engineers at connecting hybrid networks to public cloud providers such as AWS / Azure. Experience leading people in the delivery of new service rollout with technologies such as VPN, F5, Firewalls, and DNS. Experience in adapting SRE (Site Reliability Engineering) capabilities into operational work. Experience with communications systems (PBX, VOIP, TDM, DS1/3, OC3/12). Experience with network security including PKI, Certificate management, PCI, HIPPA, encryption, and IDS systems. Experience managing VOiP in a highly matrixed organization. Experience managing LAN / WAN in a highly matrixed organization.
