City Of Minneapolis-Human Resources Impound Lot Manager in Minneapolis, Minnesota

Position Description Oversee day-to-day operations and staff of the Impound Lot, direct and perform analysis and reporting of utilization and financial data, and manage all third-party contractual relationships. Work Location This position currently works on-site only. The City of Minneapolis does not sponsor applicants for work visas. Job Duties and Responsibilities * Establish, implement, and monitor policies and procedures for day to day operation of third party service providers. * Provide oversight over all service contractors to ensure contract compliance. * Recruit, hire, train, discipline, make termination recommendations, and evaluate employee performance, workloads, and assignments. * Supervise staff in the performance of statistical, financial, and analytical auditing of systems utilization, equipment performance, financial performance, and contractor performance. * Design, develop, and implement new programs, technologies and process improvements for ease of customer use and cost efficiency. * Manage customer issues and concerns. * Coordinate, monitor and assist in producing annual budget using utilization information and forecasting models. * Act as liaison between the Division, City Departments, other governmental entities and stakeholders. * Assign, schedule and supervise all towing and impound staff. * Coordinate public property tows between contract towers and City departments requesting tows, i.e., Police, Licenses and Public Works. * Coordinate all auto impound auction activities. WORKING CONDITIONS: Office with fieldwork Required Qualifications MINIMUM QUALIFICATIONS: Bachelor's Degree in Civil Engineering, Accounting, Business Administration, Public Administration or a related field or equivalent MINIMUM EXPERIENCE: Five years of relevant professional experience with some supervisory or management experience LICENSES/CERTIFICATIONS: Valid Driver's License Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (80%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. Background Check The City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title. Applicants must sign an informed consent allowing the City to obtain their criminal history information in connection with the position sought. Applicants who do not sign the informed consent form will not be considered for the position. Drug and Alcohol Testing All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position. Union Representation This position is represented by a collective bargaining agreement between the City of Minneapolis and the City Supervisors Association. Eligible List Statement The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire upon hire. Interview Selection he hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position. Knowledge, Skills and Abilities * Strong supervisory skills. * Thorough knowledge of operations, revenue collection and control. * Strong knowledge of current technology, computer usage, software and applications. * Knowledge of bidding processes and contract management. * Excellent oral and written communication skills. * Considerable knowledge of finance and fund accounting, financial management systems, budgeting, report preparation. * Considerable knowledge of Federal, State and Local laws. * Knowledge of department and City principles, policies and practices. * Strong decision making, research, problem solving, conflict resolution, negotiation and creative skills. * Ability to work under pressure, multi-task, and meet deadlines. * Ability to work varying shifts, including holidays and weekends. * Good negotiation skills to resolve continuous conflicts with the public. * Ability to take independent action, respond to emergencies and resolve disputes.
