Overview

The IT Application Services Director is responsible for strategic and operational leadership of Fairview Health Service’s systems. Leads multiple functional domains within Information Technology Application Services. Plans and directs all aspects of design, implementation, support and maintenance of the applications. Responsible to align with corporate goals and oversee departmental budgets. The director works closely with operations to effectively translate business strategy and objectives into solutions for our patients, care teams and business partners, while collaborating with Architecture and Security to assure technology compatibility and compliance. The role is accountable for delivery on programs and enterprise objectives.

Lead the Information Technology Ambulatory Clinical Care service area, including, but not limited to Primary Care and Specialties and supporting Epic and non-Epic applications.

Responsibilities Job Description

Job Expectations:

  • Develop excellent understanding of application process needs as they span or interact with the specific viewpoints of the individual areas of the business. Solutions should be developed to maximize the whole while allowing for necessary variation.

  • Provide strategic direction and day-to-day leadership to a team of employees. Develop and maintain an organization of high performing people through effective hiring, coaching and performance/talent management processes. Influence and implement a resource strategy based on business need, scope of work, cost, and skill requirements. Foster a collaborative, success-oriented team environment where resources are empowered and accountable.

  • Collaborate with the business to understand business strategy and needs, customer needs and market trends. Collaborate with architecture and leadership on design of a supporting technology strategy (including a multi-year road map) that aligns with architectural design, plan and standards. Provide cost and feasibility analysis to support and gain strategy approval. Implement and drive strategy. Oversee application health and create an application roadmap.

  • Strategically plan and prioritize software/solution releases within planned release schedules based on enterprise business strategy, business and technology need, and impact while assuring appropriate scope, size and impact of releases to end users. Effectively plan all design, development and testing work to ensure the pre-determined release schedule is met. Work with senior leadership to prioritize work and develop/monitor capacity planning.

  • Participate in the annual budget and financial planning process for assigned organization, technical assets and related projects. Participate in and bring subject matter expertise to the prioritization and planning of technology product solutions to meet and maximize the annual investment budget. Collaborate with involved teams across the business and with vendor partners to effectively and accurately estimate amount of work and resulting cost associated with project deliverables.

  • Champion and ensure compliance with organizational standards, practices and methodologies. Participate in the continuous improvement of methodologies, practices and standards as required. Hold teams accountable for following and implementing Software Development Life Cycle (SDLC) methodology, ITIL and quality management framework for projects.

  • Work with and hold accountable IT vendors in support and implementation of applications

  • Working on projects that may be assigned on an ad hoc basis and possibly assisting other corporate initiatives as necessary

  • Creating and adopting standards, policies, and best practices designed to improve consultant performance and corporate success

  • Work with strategic work force sourcing options to optimize service delivery

  • Engage in (through facilitation or participation) regular meeting with partners, including providing the information to drive improved outcomes

  • Collaborate with other departments to ensure shared knowledge and understanding of consultant and opportunity pipeline, strategic initiatives, and client satisfaction

Accountability:

  • Responsible for managing the interactions with suppliers of hardware, software, and service including identifying potential solutions, problem management, as well as helping with negotiations and contracts.

  • Ensure compliance with and participate in continuous improvement of organizational standards, practices and methodologies. Proactively lead through organizational change

  • Define, track, measure and report on critical success factors and key performance indicators

  • Ensure solutions will assist sites in improved patient safety, productivity and meeting Meaningful Use requirements

  • Ensure optimal system performance and cost effectiveness

  • Accountable for experience and service levels throughout areas of responsibility

  • Accountable to drive the lights on / run the business costs down continually

  • Accountable to improve proactive identification and resolution of incidents prior to business impact

  • Accountable to identify patterns of service opportunities, eliminating the need or improving the experience through people, process and technology

  • Accountable for ensuring all Tier 0, 1 and 2 applications are documented correctly and have life cycle roadmaps

Additional Job responsibilites:

  • Responsible for Ambulatory Clinical Care strategic planning with IT and Operations senior leadership

  • Responsible for overseeing implementation and support of applications for owned and supported ambulatory sites, including EpicCare Ambulatory, Specialties, and associated care delivery applications.

  • Staying current on the latest technology, regulations, and news relating to Epic, healthcare IT, and other pertinent industry trends and developments.

Qualifications

Education

  • Bachelor’s degree in technology field or an equivalent combination of experience, education and training

Experience

  • 7+ years of IT application experience

  • 7+ years in leadership roles

  • Leadership experience with increasing levels of accountability.

  • Proven experience delivering technology projects and services, with excellent customer quality, cost and outcome measures

  • Knowledge of applicable laws, guidelines and regulations that relate to HIT.

  • Provider Healthcare Organizational experience

  • Comprehensive knowledge of healthcare information systems

  • Strong project management skills

  • Proven experience delivering projects and services, with excellent customer quality, cost and outcome measures

  • Exceptional understanding of ITIL frameworks and lean principles

Additional Job Requirements

  • 4+ years of experience leading Epic enterprise implementation and service area support (e.g. Primary Care or Specialties)

Preferred

Education

  • Advanced Degree preferred

Experience

  • Certifications and experience relative to the role (i.e. RN for roles supporting clinical, Radiology Tech for roles supporting Epic Radiant, Clinic Experience supporting Ambulatory, Hospital experience for supporting Inpatient/Acute, Revenue Cycle or Finance supporting Enterprise Services)

  • Experience working with strategic workforce sourcing options

  • Experience working within a complex, matrixed organization

  • Experience working in a Kaizan/Lean environment

  • Project Management skills/certifications

License/Certification/Registration

  • Epic Certifications for Epic roles
