City Of Minneapolis-Human Resources Business Process and Data Analyst in Minneapolis, Minnesota

Position Description As part of the City of Minneapolis Sustainability Team and Climate Equity Action efforts, the Business Process and Data Analyst(s) will work in partnership with existing City staff and other stakeholders to identify areas where Climate and Environment performance management data reporting and tools can be improved. The Health Department has two (2) vacancies that we seek to fill under this job posting. One of these positions will be focused on climate equity performance reporting impacts from city-wide programs and efforts. The second position will work on climate equity performance as well as environmental health programs reporting. Both positions will create data-driven processes, perform analysis, and develop reports and visuals to summarize progress against towards health outcomes and climate equity goals. This work will also include identifying and addressing program impact challenges, generating compelling visualizations and dashboards, and delivering innovative data solutions and programmatic interventions to improve program effectiveness. Work Location This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. The City of Minneapolis does not sponsor applicants for work visas. Job Duties and Responsibilities Analyze performance data and interpret data trends using a variety of techniques and tools. Create internal and community-facing dashboards of Key Performance Indicators (KPIs) for the Sustainability Team and Climate Legacy Initiative efforts. Capture, maintain, and create reports on SHHE and Environmental Health data relating to inspections, permitting, cost recovery, grant investments, and greenhouse gas (GHG) emission reduction related activities. Coordinate research efforts, including best practice studies, literature searches and survey work to provide continued optimization of efficiency and effectiveness in operations and programs. Develop, implement, and sustain enterprise and department specific strategies related to the collection, reporting and stewardship of performance data. Assist in the development and management of Sustainability, Healthy Homes and Environment processes for identifying and addressing continuous improvement opportunities for programs and operations. Gain familiarity with City service tools and performance data (e.g., 311) to deliver reporting and support on how programs and initiatives are gaining traction and adoption in the community. Work with the SHHE and Environmental Health teams to provide candid assessments of program performance (regular reports) and strategies for improving City services reporting. Managing and maintaining strong relationships with numerous city government officials and other stakeholders Assist in the development and maintenance of the city website to report performance information to the public, Mayor, City Council, and employees. Working Conditions: Normal Office Setting Required Qualifications Minimum Qualifications Bachelor's Degree in Public Administration, Business Administration, Economics or a related field or equivalent Minimum Experience Two (2) years of experience performing duties related to those listed above Licenses/Certifications N/A Equivalency An equivalent combination of education and experience closely related to the duties of the position MAY be considered. Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. Union Representation This position is represented by a collective bargaining agreement between the City of Minneapolis and the Minneapolis Professional Employees Association (MPEA). Eligible List Statement The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire three months after it has been established. Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position. Knowledge, Skills and Abilities Ability to coordinate multiple projects at the same time and organize work to meet deadlines and conflicting priorities. Ability to understand policy, Key Performance Indicators, make data management recommendation, and support the triage and management implications of identified program issues. Knowledge of performance measures. Ability to analyze, interpret and report results of data analysis. Ability to manage large datasets and a variety of database structures. Preferred experience with GIS and mapping analysis. Preferred experience with data modeling and protocols (in the climate space or other) and impact projections. Ability to present clear and concise reports and visualizations, both orally and in writing. Ability to establish and maintain effective working relationships in the City structure across multiple levels and in coordination with the Director of Climate Equity Action. Preferred knowledge of business process analysis techniques (e.g., Lean). Knowledge of or experience with program planning -- including evaluation and communication methods and techniques. Strong knowledge and use of Microsoft Office products (Word, Excel, PowerPoint). Strong presentation and facilitation skills. Preferred knowledge of City structure, policies and regulations governing the operations of City departments. Understanding of income, racial and place-based inequities and related current dialogue.
