Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties. Responsibilities RETIRED MILITARY ARE USUALLY INELIGIBLE FOR MEMBERSHIP IN THE AIR FORCE RESERVE. RETIRED MILITARY PERSONNEL WHO HAVE ACTIVE AIR FORCE RESERVE ASSIGNMENTS MAY APPLY PROVIDED THEY SHOW ASSIGNMENT (POSITION AND UNIT) ON THEIR APPLICATION. This position may be encumbered by either a Pilot or a Navigator. The title, pay plan, and grade of the position will remain the same; however, the series will change to match the aircrew qualifications of the incumbent. Therefore, if the position is encumbered by a Pilot, the series should be GS-2181; if encumbered by a Navigator, the series should be GS-2183. The primary purpose of this position is to serve as Air Reserve Technician (ART) officer position to serve as the Aircraft Operations Officer/ Senior ART in the Operations Support Squadron with responsibility for staff guidance, Intelligence oversight, supervision on all operational training matters for this unit and provide oversight for the Life Support function. Additionally, provides training to reservists in the accomplishment of tasks set forth herein. The incumbent also performs duties of an aircrew officer on flying status. RESPONSIBIILITES: 1. Plans, directs, organizes, and exercises control over nonsupervisory employees assigned to an Air Force Reserve Command (AFRC) Standards and Evaluation organization. 2. Plans, directs, organizes, and exercises control over nonsupervisory employees assigned to an Air Force Reserve Command (AFRC) Standards and Evaluation organization. 3. Advises and provides counsel to employees regarding policies, procedure, and directives of management. 4. Position directs and monitors operation programs for the training of a Reserve unit, including flight operations, unit training, intelligence, communications and tactical planning in addition to assisting and sharing in the accomplishment of duties and responsibilities with the Operations Officer. 5. Develops plans and procedures for administering flying safety programs including aircraft accident investigations, safety investigations and accident prevention surveys. 6. Coordinates plans and programs with appropriate staff activities such as personnel, communications, maintenance, intelligence, medical, and armament to insure adequate facilities for aircraft crews. 7. Participates in combat training missions and conduct post-mission critiques to evaluate effectiveness and proficiencies of air crews. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE: Applicants will be rated in accordance with the FPM 930-71 Recruitment of Air Reserve Technicians through Competitive Examination (ART Agreement)-SUPPLEMENTAL QUALIFICATION POLICY, DATED 6-OCT-2017. No specific length of experience required. Qualifications of Airplane Pilots/Navigators in an Air Force active duty and Reserve force are directly related to the completion of prerequisite training and number of flying hours rather than years of experience. CERTIFICATION: Must hold or qualify for a USAF Pilot or Navigator rating and be currently qualified in multi-engine or jet engine aircraft, as appropriate, within the past 36 months for non-Federal applicants and within the past 60 months for current Federal employees. MINIMUM INSTRUMENT HOURS REQUIRED: Must hold a valid USAF instrument rating or other equivalent military or civilian rating. MINIMUM FLYING HOURS: Applicants must have logged 1,200 or more total flying time as a Pilot or Navigator (accumulation of primary, secondary time, instructor time, evaluator time, student, simulator and other US Military and Foreign time). Must be Instructor Qualified in MDS. Must have actively flown military aircraft within the past eight (8) years. Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the next lower grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and skill in the application of rated aviator expertise, as a pilot or navigator. 2. Knowledge of flying and mission operations; and capabilities, limitations, and techniques for employment of various aircraft. 3. Knowledge of and ability to formulate plans and policies pertaining to flying operations and unit flying training activities. 4. Knowledge of the relationships of the various Air Force Reserve entities, other MAJCOMs and HQ Air Force in overall planning and execution of military operations and evaluations. 5. Ability to plan and organize workload and activities, and to manage multiple taskings. 6. Ability to communicate effectively both orally and in writing. OTHER SIGNIFICANT FACTS: 1. Must be highly knowledgeable in the capabilities, limitations, and techniques for employment of unit-assigned aircraft. 2. This is an AFRC key management position in which the incumbent is required to formulate, determine or influence policies of the assigned units. 3. Must be a rated instructor/evaluator aircrew member (pilot or navigator) on flying status in unit to which attached. Periodically, as prescribed by regulations, must take and pass standardization/evaluation flight examinations which consist of both written tests and actual flight performance to demonstrate flight knowledge and abilities required by the position. The incumbent is subject to the normal pressures, deadlines, and other conditions inherent in this position and others found in the aircrew occupation. May be exposed to gravity forces of three to seven depending upon aircraft to which assigned. 4. The incumbent's regular assignments are primarily ART; however, the incumbent is assigned non-ART duties not to exceed 30 percent of total responsibilities. 5. In order to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice. 6. The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY). Represents the Air Force Reserve to dignitaries and high ranking personnel during unit visits and while performing duty at or away from home station. 7. This position is designated as a mobility position. The incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC. 8. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 9. This is an Air Reserve Technician (ART) Officer position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). 10. This is a testing designated position (TDP). The employee is subject to random drug testing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
