City Of Minneapolis-Human Resources 911 Training and Quality Assurance Specialist in Minneapolis, Minnesota

Position Description This position is restricted to current city employees of the Minneapolis Emergency Communications Center. The 911 Training and Quality Assurance Specialists provide coordination and support for 911 training and quality assurance programs. The City of Minneapolis does not sponsor applicants for work visas. Job Duties and Responsibilities Perform Quality Assurance monitoring of calls for service taken by 911 Dispatchers. Identify areas of strengths and weaknesses for individuals as well as the MECC as a whole. Develop and prepare training manuals and class outlines for operational personnel. Assist with preparing and/or coordinating in-service training for continuing dispatch education in order to allow staff to meet the National Academy of Emergency Dispatch (or such other protocol system) requirements. Analyze and prepare statistical data on Emergency Dispatch compliance. Develop and provide Emergency Dispatch training to staff from the Police, EMS and City Fire responders as required. Assess strengths and weaknesses of operational personnel and recommend needed intervention efforts to the Education and Training Division through the Quality Assurance Manager. Recommend in-house programs to bolster weak areas and further strengthen strong areas. Recommend outside training for operational personnel. Deliver instruction to departmental personnel as needed. Assist with public relations programs. Working Conditions: Normal office/call center environment Required Qualifications Minimum Education: High School Diploma or equivalent Minimum Experience: Two years of experience as a 911 dispatcher, trainer, and coach. Licenses/certifications: None required at hire, however completion of the following certifications are required within the first six months of employment: CJIS Certification from APCO (Association of Public Safety Communications Officials) as a Public Safety Communications Training Officer or Equivalent Selection Process: The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. Background Check: The City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title. Applicants must sign an informed consent allowing the City to obtain their criminal history information in connection with the position sought. Applicants who do not sign the informed consent form will not be considered for the position. Interview Selection: The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position. Medical/Drug and Alcohol Testing: After a conditional job offer, candidates will be required to pass a medical examination, which includes drug and alcohol screening and a job-related personnel assessment with a licensed psychologist. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditiona job offer resulting in the job applicant no longer being considered for the position. Current City of Minneapolis employees who apply for this job are not required to take a pre-employment drug and alcohol test. Knowledge, Skills and Abilities Knowledge of the operation of radio, telephone, and related communications equipment. Good knowledge of computer software including word processing, statistical data formulation, digital recording and computer-aided dispatch. Knowledge of police, fire, and emergency medical service operating procedures and requirements for all jurisdictions. Knowledge of the principles and practices of emergency dispatch. Knowledge of departmental accreditation programs. Ability to provide standup training and speak in public. Good human relations skills and the ability to provide feedback and instruction in a manner that places the student at ease while instilling the necessary knowledge. Knowledge of and ability to operate radio and telephone equipment quickly and accurately in emergency situations. Effective oral and written communication skills. Ability to effectively deal with employees in disciplinary matters and make termination recommendations.
