MILWAUKEE METROPOLITAN SEWERAGE Budget Manager in MILWAUKEE, Wisconsin

Join our diverse team and support your community while protecting our environment. MMSD is seeking qualified candidates for the position of Budget Manager in the Finance Division. Reporting to the Director of Finance/Treasurer, you manage and oversee the development and administration of MMSD\'s capital and operations & maintenance (O&M) budgets, long-range financial plan, strategic plan, performance management system reporting, revenue setting, debt issuance & compliance, and grants administration. You also oversee policy and financial analysis and creation. Essential Duties and Responsibilities *Manage staff in the development and administration of the budgets by developing current year and multi-year strategies within executive goals, Commission policy, and stakeholder needs. *Ensure compliance and conformance with adopted budgets. *Provide supervision to staff by furnishing them with clear and achievable goals and the tools and training necessary to complete their responsibilities independently. *Develop the strategic plan to ensure metrics are tracked and goals are translated into implementable work. *Establish the performance management reporting system by conducting analyses to measure progress towards goals and improve MMSD performance. *Develop and gain approval of annual user charge rates, the cost recovery manual, and non-member billings. *Manage and ensure compliance with MMSD participation in the Clean Water Fund Loan Program and of MMSD\'s general obligation bond sales. *Ensure compliance with all grant requirements and that the process is timely and properly accounted for. *Analyze the impact of new initiatives and goals, operational changes, policy changes, external constraints in the macro-economic climate, and revenue and expenditure changes. *Complete special projects as assigned. Supplemental Information Supervisory Responsibilities: Carry out supervisory responsibilities in accordance with MMSD policies and applicable laws. Responsibilities may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Physical Requirements: *This work requires the occasional exertion of up to 10 lbs. of force. *Work frequently requires sitting, speaking or hearing, and using hands. Occasionally requires standing, walking, and repetitive motions. Sensory Requirements: *Work has standard vision requirements. Vocal communication is required for conveying detailed or important instructions to others accurately, loudly, or quickly. Hearing is required to perceive information at normal spoken word levels. *Work requires preparing and analyzing written or computer data. Environmental Exposures: *Work has no exposure to adverse environmental conditions. *Work is generally in a moderately noisy location. MMSD is a qualified employer for the Public Service Loan Forgiveness Program. ***** OTHER EXPERIENCE AND QUALIFICATIONS: *Bachelor\'s degree in business, accounting, public administration, policy analysis, economics, or a related field. *Minimum of six years of job-related experience or an equivalent combination of education and experience. *Previous managerial experience. *Progressively responsible budget setting and administration experience. *Financial forecasting ex erience. *Experience in variance and policy analysis, rate setting, debt issuance, and grant administration. *High degree of interpersonal and problem-solving skills with a demonstrated ability to resolve conflict. *Strong written and verbal communication skills. *Ability to prepare reports and make presentations. *Computer software proficiency.
