This advertisement is for an SES position at Santa Rosa Correctional Institution.

SALARY WILL BE DETERMINED IN ACCORDANCE WITH CURRENT PAY POLICY.

Salary Range: $68,381.56-$74,079.72

POSITION OVERVIEW:

The Field Office Manager (FOM) performs the day-to-day financial services and oversees the human resources operations of the correctional facility. The financial functions include, but are not limited to, administering the procurement functions and activities ensuring budget compliance, and providing accurate budgetary coding and projections. This position serves in an important accountability and advisory function to the institution’s executive leadership. The FOM also supervises the Human Resources Consultant (HRC) and is responsible for the monitoring and compliance of human resources functions. Additional duties include oversight of the general services functions and responsibility for new general services initiatives.

SPECIFIC DUTIES & RESPONSIBILITIES:

  • Consults with managers, supervisors, and staff on the annual allocation for the institution. Oversees the institutional budget ensuring documentation reflects real time expenditures. Apprises institution’s executive management of any budgetary issues or constraints.

  • Assists executive management with research and preparation of annual budget recommendations.

  • Responsible for accurate budgetary coding and projections.

  • Approves all Arabia on Demand (AOD) purchase requisitions for compliance with all agency polices, rules and regulations, correct budgetary coding, and price verification.

  • Responsible for verifying the disbursement and accounting of all commodities and supplies are recorded correctly. Ensures proper documentation of expenditures on blanket purchase orders to maintain a consistent receipt of commodities/supplies throughout the year.

  • Oversees and manages administrative reporting, research and analysis for the institution.

  • Oversees all Human Resource Programs for the institution including any associated annexes and re-entry centers. Responsibilities include independently analyzing unusual or critical issues and implementing corrective actions.

  • Assists with guidance in the interpretation and application of policies pertinent to collective bargaining unit employees.

  • Supports the Warden for the institution with sensitive collective bargaining issues related to the application of the unit employee contracts and the proper handling of contractual processes which includes the discipline process, PERC appeal process, grievance process and step 1 responses. Also supports the Warden as a representative for voting as it relates to F.S. 447.307.

  • Ensures confidentiality and proper handling of personal identifying or medical data included in records, in compliance with associated laws and regulations (e.g., HIPPA, Department policies.)

  • Oversees and manages the employee relations and labor relations issues and functions.

  • Assists staff in the recruitment, selection, and separation processes, as well as new and current employee random drug testing.

  • Manages and directs the shift changes/postings with institutional security staff.

  • Oversees the worker’s compensation program to expedite care for injured employees and ensure appropriate documentation and notification to Risk Management and Worker’s Compensation provider.

  • Manages and oversees all the various general services functions located at the institution. Implements new agency initiatives (e.g., cell phone, wireless, and analog communications) and monitors success and completion of initiative.

  • Supervises subordinates in all areas of responsibilities. Provides technical assistance and training to subordinates and ensures all mandatory training requirement are met.

  • Develops performance expectations for subordinates. Reviews expectations with employees, observe and document performance throughout the year and provides annual evaluations to support employee performance and growth.

  • Consults with institutional managers and supervisors regarding performance management.

    REQUIRED QUALIFICATIONS:

  • Completion of an advanced degree from an accredited college or universityand two (2) years of professional business (finance & accounting, procurement, or human resources/personnel) experience;ORCompletion of a four-year (4) degree from an accredited college or universityandfour (4) years of professional business (finance & accounting, procurement, or human resources/personnel) experience;ORa High School diploma or its equivalentandeight (8) years of professional business (finance & accounting, procurement, or human resources/personnel) experience.

    PREFERRED QUALIFICATIONS:

  • Experience in State of Florida’s People First system.

  • Experience in a correctional setting.

  • Advanced experience with Microsoft Suite applications.
