**Job Description [The Motor Fuels Program Specialist is selected by and responsible to the Motor Fuels Program Supervisor within the Compliance Division. The Motor Fuels Program Specialist performs highly complex consultative and technical work in the planning, development, and implementation of the Motor Fuels/Skimmer Response Program. Duties include responding to reports of skimmers throughout Texas, providing consultative and technical services to the general public, department staff, industry representatives, government officials, advisory groups, and other interested parties on all aspects of the state Motor Fuels/Skimmer Response Program; evaluating activities of licensees; rendering interpretations/opinions on statute, rules, and code; preparing and disseminating administrative and technical materials; coordinating with department staff to establish program goals and objectives; overseeing/performing inspections, and audits, and writing reports; establishing procedures, and recommending priorities for achieving program goals; coordinating program activities with other work units in the agency and external organizations to accomplish section objectives; and other duties as assigned to maintain program/agency operations. Works under limited supervision with moderate latitude for the use of initiative, creativity, and independent judgment. Travel will be required. Some work may be performed under extreme climactic and/or hazardous working conditions.

Performs a variety of technical, training, research, assessment, and administrative activities for the Motor Fuels/Skimmer Response Program.
Coordinates technical assistance efforts by working with the general public, department staff, inspectors, investigators, industry representatives, government officials, advisory groups, and other interested parties to determine trends, research solutions, and resolve daily technical, administrative, and operational problems/inquiries.
Assists in developing requirements for electronic reporting, analyzing and data gathering and organization.
Performs assessments to ensure compliance with statute, rule, and applicable requirements including monitoring of agency policies, technical materials and on-site audits/inspections/investigations of devices, fuel pumps, and all items related to motor fuels and skimmer complaints and required inspections.
Serves as subject matter expert to explain the program and agency statutory requirements, rendering opinions/interpretations, providing expert testimony, leading and participating in compliance/enforcement efforts, consulting and assisting with enforcement investigations, and coordinating with other agency program objectives as necessary.
Collects, organizes, analyzes and/or prepares technical and administrative materials including specialized research projects, reports, studies, memorandums, bulletins, web content, training, and other materials in response to requests for program information.
Collaborates with and assists the Motor Fuels Program Supervisor with developing and maintaining training manuals, standard operating procedures and forms for the motor fuels program.
Conducts training, presents at seminars, and provides education/training to the general public, department staff, inspectors, investigators, industry representatives, government officials, and other interested groups on integration of new methods, procedures, standards, and other matters related to the program.
Analyzes legislation to develop recommendations for policy, and programmatic issues relating to the prioritization, implementation, improvement, and expansion/reduction of program requirements.
Reviews and evaluates agency rules and implements procedures affecting the programs administration and operation.
Responds to technical complaints, questions, emails and calls regarding the motor fuels program.
Audits the activities, application and reports of licensed service companies and technicians. May perform inspections and gather documentary/photographic evidence to facilitate/assist enforcement investigations.
Reviews and evaluates information on service delivery system methods, outputs, activities, and trends to identify gaps in resources and recommends and implements improvements to resolve technical problems.
