Child & Family Services of Newport County Director of Human Resources in Middletown, Rhode Island

Position Summary : Leads the operations for the following Human Resources functions, including but not limited to: employee relations, compliance, workers’ compensation, compensation/benefits, unemployment, HR administration and HR metrics. Leads in the development and implementation of creative HR initiatives, activities and processes. Advises Agency management in Human Resources policy & procedures and various program matters.

Qualifications : Master’s Degree in Human Resources, Business, Organizational Leadership or related field preferred. Bachelor’s degree in Human Resource Management, Business Administration or related field. Extensive Generalist and Talent Acquisition background including employee relations, compensation & benefits, on-boarding, HR metrics, performance management, team building, as well as HR administration. Minimum of five years of successful HR experience as a Director that includes at least three years in a supervisory capacity. Non-profit experience strongly preferred.

Duties :

Manages the operations of compensation, benefits, performance management, HR administration, HR metrics & reporting, employee change process, Policy & Procedure Manual, training, employee research, compliance, safety and recreation programs. This includes, but is not limited to:

  • Ensures that department functions are compliant with applicable regulatory, licensure and accreditation standards and laws.

  • Oversight and management in the development of job descriptions, which outline the skills, physical requirements, duties, responsibilities and requirements of jobs. Reviews job descriptions.

  • Develops and maintains affirmative action program and EEO policies and procedures, including EEO reporting.

  • Approves the employee change process for new hires, terms, promotions, status changes, etc.

  • Supports the operation of all orientation programs for the agency, including New Hire Orientation, HR Orientation and New Supervisor Orientation

  • Ensures that policy and procedure manuals and other reference materials are current and accessible.

  • Offers exit interviews to all employees leaving and conducts the personal meetings when requested as well as analysis reporting.

  • Develops and manages the administration of compensation and benefit policies and procedures and provides managers with operational consultation

  • Leads in the administration of the Performance Management program.

  • Serves as liaison between agency and the Workers’ Compensation Insurer, RI Department of Labor & Training, Group Health, Dental, FSA & Life Insurance companies, brokers and other benefit organizations and state agencies regarding Personnel issues

  • Ensures that HR administration tasks as well as HR metrics and reporting completed accurately and within deadlines.

  • Serves as the Plan Administration lead for 401k retirement plan and process.

  • Creates a shared vision by developing and continuously communicating the department’s goals in alignment with the agency’s mission.

  • -Demonstrates a confident and positive attitude with functional competency and technical credibility.

  • Accountability for Talent Acquisition and lends support for recruiting staff as required.

  • Leads all executive and director recruiting needs.

    Structures assigned to this role. Activities include, but are not limited to: • Provide recognition of staff’s achievements while supporting employee engagement programs.• Assists with ongoing performance assessment of employees and completes annual performance reviews on a timely basis.• Promote opportunities for teamwork among staff and support supervision.• Controls and accurately reports time worked by department employees for timely payroll preparation.

    Competencies :

  • Knowledge of human resource procedures, policies and practices and knowledge of applicable Federal and State of Rhode Island laws and regulations governing personnel and benefit management at a level generally acquired through 5+ years related experience.

  • Must have high level of interpersonal skills to handle sensitive and confidential situations. Position continually requires demonstrated poise, tact and diplomacy.

  • Analytical ability is required in order to gather and summarize data for reports, find solutions to various administrative problems, and prioritize work. Ability to develop constructive and cooperative working relationships with others, and maintain them over time.

  • Ability to supervise others; Ability to motivate, develop, and direct people as they work, identifying the best people for the job.

  • Strong commitment to providing excellent customer service to employees and management.

  • High sensitivity to all categories of employee diversity and cultural competency.

  • Strong commitment to the confidentiality of employee records and information.

  • Requires extensive knowledge of principles and practices of Human Resources and workplace culture.

  • Experience using Human Resource Information Systems database.

  • Exhibit extraordinary discretion, flexibility and willingness to work closely with our senior management team.

  • Strong computer literacy; Must have strong proficiency in a variety of computer software applications in word processing, spreadsheets, database and presentation software.

  • Demonstrates knowledge and commitment to the Agency’s mission, vision, values and goals through leadership of assigned functions and participation in a wide variety of organizational activities.

  • Demonstrates understanding of job description, performance expectations, and competency assessment plan.

  • Demonstrates understanding as a Recruiter HRBP or Talent Acquisition Partner with a minimum of three years of experience in the previous roles.

  • Demonstrated ability to lead Policy and Procedure with regard to COVID protocols and/ or general daily practices.
