Joint Activities Senior Policy Analyst in Miami, Florida

Summary About the Position: Join us at the United States Southern Command. We provide direct support to a four-star unified Combatant Commander, but are compact enough that our staff also works with senior leadership representatives of our inter-service, inter-agency and (public and private) international partner organizations. Our contribution to furthering our country's relationships with South and Central American nations and peoples are substantial. Responsibilities Serve as the senior defense policy expert for actions impacting the USSOUTHCOM Area of Responsibility (AOR), analyzing information from a variety of sources to provide policy advice to leadership. Analyze message traffic, embassy communications, open-source information, official policy documents, national level policy meeting readouts, and intelligence information to generate defense policy fact sheets and deliver briefings. Develop CDRUSSOUTHCOM Congressional testimony related to defense policy matters and provide answers to Congressional follow-up questions. Monitor the development, coordination, and approval of Memorandums of Understanding (MOUs) and Memorandums of Agreement (MOAs), policy positions, and engagement policies/strategies. Lead other policy analysts in the formulation of U.S. Southern Command policy positions regarding Department of Defense and U.S. Government policies. Responsible for providing expert analysis regarding governmental agency policies to ensure integration and compliance. Provide critical feedback and recommendations to USSOUTHCOM leadership regarding policy positions on national level strategic directives and policy statements. Advise personnel regarding the development of USSOUTHCOM position in relation to counterdrug (CD) policy in support of the President's National Drug Control Strategy. Identify policy issues for current and future impact on the organization and conduct analysis of their implications and alternatives. Provide critical recommendations regarding how defense policy issues affect the implementation of the U.S. Southern Command theater Campaign plan, contingency plans, Country Plans, and Command Strategy. Use expertise and contacts to implement the defense policy aspects of the CDRUSSOUTHCOM's Theater Strategy. Develop activities and strategic engagements support for regional conferences, exercises, peace talks, treaty negotiations, and other special political-military functions. Specialized Experience: One year of specialized experience which includes 1). Serving as the senior defense policy analyst expert analyzing embassy communications and intelligence information to generate defense policy fact sheets in conjunction with delivering personnel briefings; 2). Providing critical feedback and recommendations to leadership regarding policy positions on national level strategic directives and policy statements; and 3). Identifying policy issues to analyze content and predict future impact on the organization requiring further evaluation of their implications and alternatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Attention to Detail Information Analysis International Engagement Action Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
