Joint Activities Management and Program Analyst in Miami, Florida

Summary About the Position: Serves as the Management and Program Analyst, functions include consolidating and coordinating requirements associated with Department of Army (DA) Program Objective Memorandum (POM), Program and Budget Review, Integrated Priority List and the Congressional Unfunded Priority List, located in Miami, FL. Responsibilities Coordinate with directorates in providing management services in the form of reviews, audits, studies, and guidance for management policy, procedures, practices, techniques, methods, and systems to achieve effective use of resources. Estimate costs for planning and organizing work while coordinating with staff and line management personnel to conduct all phases of the project. Develop detailed plans, goals, and objectives for long range implementation and administration of the program. Develop resource (staffing and funding) guidance for subordinate activities to perform continuous assessment resources in accomplishing program objectives and goals. Utilize thorough understanding of the formal and informal working of the planning, programming, and budgeting system. Participate in the Integrated Priority List (IPL) and Program Budget Review (PBR) ranking by making the first cut as a departure point, to be presented to the supervisor for future adjustments. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes 1) Operating programs to determine progress, efficiency, and resource management effectiveness of each program. 2) Evaluating resource levels and changes to develop and establish a benchmark for the planning and programming required for the Program Objective Memorandum (POM). 3) Performing Program, Planning, Budget Execution System (PPBES) functions requiring detailed analysis and consideration of a wide range of program and budget factors (e.g., Congressional, guidance, laws, regulations, policies, personnel requirements, program goals/objectives, performance and workload factors, fund availability, and short suspense's). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Budget Formulation, Justification, and Presentation Financial Management Analysis Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
