The University of Miami has an exciting opportunity for a full time Director of Quality Improvement with Bascom Palmer Eye Institute. The Director of Quality Improvement and Patient Safety leads Bascom Palmer Eye Institute quality and safety programs, with a focus on enhancing care quality, patient safety, satisfaction, and the overall efficiency of patient care. This role involves close collaboration with senior management and physician leaders to design and implement strategic initiatives related to clinical quality improvement to promote patient care. The Director ensures all BPEI eye centers' readiness and compliance with regulatory and accreditation standards, oversees all safety-related programs, and ensures adherence to national patient safety goals. Additionally, the Director plays a crucial role in advancing the BPEI quality program by continuously enhancing its infrastructure. This includes developing tools and methodologies for analyzing and monitoring care quality, such as outcome indicators and cost-effectiveness measures of patient treatment processes. The Director also spearheads action planning and training programs aimed at improving performance on system-wide quality indicators, driving continuous improvement across all eye centers.

CORE JOB FUNCTIONS

  • Ensures overall accreditation readiness and/or ensures continuous quality assurance, including OPPE / FPPE as assigned, in either a primary leadership role, or as a secondary leadership support role, as directed by departmental leadership, for performance improvement on national, state, and locally reported measures, as well as compliance with quality national programs.

  • Ensures compliance with The Joint Commission, Commission on Cancer standards, and other regulatory agencies.

  • Manages and coaches a team of professionals and performs supervisory responsibilities.

  • Participates in reviewing and updating the Quality Management Plan, and related policies and procedures.

  • Develops and continuously monitors an internal reporting structure for quality management matters, such as, quality assurance activities, and related accreditation and regulatory compliance activities.

  • Coordinates timely reporting of readiness to leadership via a defined, formal reporting structure.

  • Educates faculty, administration and staff in the identification of opportunities for accreditation survey readiness; performance improvement; and, methods of collecting, analyzing, and reporting of findings.

  • Directs the timely submission of patient care data for reporting to external regulatory agencies.

  • Prepares and presents reports at various committee meetings including, but not limited to, all Performance Improvement committees, Medical Executive Committee, and Board of Governors, as required.

  • Provides clinical leadership for multiple service lines and outcomes.

  • Establishes and continuously assesses the effectiveness of internal processes within the unit and in compliance with University’s policies and procedures.

  • Ensures that employees are trained and adhere to the framework of these processes within the University policy and procedures.

CORE QUALIFICATIONS

Education:

  • Bachelor’s degree in relevant field required; master’s degree in a healthcare-related field highly preferred

  • Clinical and management work experience, required

    Any relevant education, certifications and/or work experience may be considered.

Certification and Licensing:

  • Registered Nurse License preferred

  • Quality and/or patient safety certification or eligibility to obtain within 12 months of hire, preferred

Experience:

  • Minimum of 5 years of progressively more responsible experience in healthcare quality monitoring and analysis, preferably in a multi-location healthcare system, preferred

  • Experience in managing quality and safety in ambulatory settings, strongly preferred

    Knowledge, Skills and Attitudes:

  • Ability to foster a cooperative work environment with all constituents across all multi-location centers, required

  • Knowledge of the healthcare industry and the processes and procedures across the healthcare continuum, required

  • Knowledge of federal, state, and local safety regulations, accreditation, protocols, and/or procedures, required

  • Ability to provide technical guidance and leadership to professional personnel in all areas of quality and safety, required

  • Ability to travel to all eye centers as needed, required

  • Commitment to the highest standard of ethical and professional conduct

  • Expertise in data management and the use of analytical and statistical tools to identify trends in current processes and systems

  • Skill in effectively applying CQI teams, quality measures, clinical guidelines, and process management initiatives

  • Skill in meeting reporting requirements of NCQA, HEDIS, CMS, ACO, and/or other regulators and accreditors

  • Outstanding organizational and project management abilities

  • Computer skills in Microsoft Office (Word, Excel, Access, PowerPoint, and Outlook) for email, scheduling, and navigation of the organization’s computer systems

  • Excellent verbal/written communication and interpersonal skills

  • Skill in facilitation, presentation, and negotiation

  • Skill in using system software effectively to produce trend analysis, evaluation data, and documentation

  • Analytical and problem-solving skills and excellent judgment

  • Ability to work under pressure with challenging deadlines; adaptability and flexibility

DEPARTMENT ADDENDUM

Department Specific Functions

  • Develops quality and safety-related goals and objectives to support the BPEI operating strategies and mission and implement initiatives to achieve them.

  • Ensures that BPEI eye centers comply with all clinical regulatory and accreditation agencies, including CMS, JC, AAAHC and other organizations.

  • Works with leaders to develop decision-support tools for clinical resource and patient management to develop clinical pathways that reduce variability and improve quality.

  • Fosters strong working relationships with members of the UMH Quality Management team and the UMH Quality Improvement and Data Analytics team.

  • Represents UHealth in various forums and venues regarding patient safety and quality of care. Liaises with administration, medical staff, and outside agencies regarding quality/performance improvement activities.

  • Collaborates with Risk Management leadership on system-wide adverse event investigation and reporting, including root cause analyses.

  • Participates in formal patient safety and leadership forums, including the UHealth Patient Safety Events Committee, BPEI Translational Institute Board of Overseers, and BPEI Huddles.

  • Fosters effective relationships and strategic partnerships with external bodies involved with quality and safety, including professional organizations, associations, and non-profit agencies.

  • Develops and maintains quality, safety, and efficiency dashboards. Assures accurate and timely compilation of metric data and insertion into each respective dashboard.

  • Understands the principles of high reliability and utilizes these principles daily to continuously improve quality and patient safety.

  • Keeps abreast of changes in health care regulations, accreditation, quality standards, publicly reportable performance indicators, value-based purchasing metrics, and pay-for-performance indicators.

  • Represents BPEI in developing and updating the annual UHealth Quality Improvement Plan.

  • Abides by UHealth Standards of Conduct.
