Minimum Qualifications Candidates must be reachable on the appropriate Civil Service eligible list.ORCandidates must have one year of permanent service in a title designated as appropriate for transfer in accordance with 52.6 of the Civil Service Law.ORThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONSA bachelor's degree and three years of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; or current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); or current certification from the Project Management Institute as a Project Management Professional (PMP).A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.55 B/C QUALIFICATIONSIndividuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. Duties Description • Serve as a project manager on small to medium scaled projects in the portfolio (<500 ITS hours)• Manage enhancement governance/releases for one or more applications• Develop project planning documents including project scope documents, project schedules/plans and communication plans• Identify project milestones, dependencies and budget• Track the performance of the project (cost, scope, schedule, and quality) • Identify, document, and track decisions, risks, issues, and action items• Develop and/or update project management templates for use at WCB• Works with ITS and impacted business units to gather estimates for new projects• Determines impacts of change requests to assigned projects as well as assist in determining overall impacts to the agency portfolio and ITS/WCB resources • Organize and maintain a project repository of all project related documentation• Facilitate project steering committee meetings • Facilitate approval of project deliverables with Project Sponsor and executive management• Develop and distribute weekly written project status reports• Coordinate the submission of project change control requests with the ITS/WCB governance process• Support the Board’s project portfolio including:o Maintaining a list of pending projects and pending project requestso Assisting with project prioritization o Assisting with strategic planning• Interface with the ITS Customer Relations Manager and ITS Project Management Office as needed regarding active projects, pending project requests and address any concerns regarding the Agency’s portfolio• Represent WCB projects in various ITS Governance meetings including CEB, CARB, CITRB, ad hoc meetings regarding active projects and pending projects• Provide guidance on project performance measurements• Mentor less experienced project managers• Work with the WCB Contracts unit to develop and manage vendor contracts and the work associated, if/as needed for assigned projects
