The Opportunity:
CACI has an opportunity for a Principal Sub Contracts Administrator located in Melbourne, Florida.
Responsibilities:
Facilitating and managing complex/critical Procurement and Subcontract management activities for
indirect/overhead projects and direct/customer programs, with the ability to lead all aspects of the
subcontract acquisition process from proposal stage through program award, execution, and closeout.
Supporting the acquisition process:
Interfacing with Program Management and Engineering to help define requirements,
Collaborating with stakeholders to develop Supplier Statements of Work (SOW),
Conducting market research and source selections,
Preparing and issuing solicitations including RFQs, RFPs, RFI, etc.,
Analyzing Supplier Proposals/Quotes using price/cost analysis techniques for negotiating and definitizing awards,
Maintaining Procurement/Subcontract file documentation, ensuring compliance to all internal and Government FAR/DFAR/DPAS/CPSR procurement regulations,
Serving as a responsible party for supplier invoice approvals, dispute resolution and PO/Subcontract closeout
Collaborating with key internal stakeholders such as Contracts, Engineering, Quality, Material
Planning, Operations, Program Management, and Finance.
Managing and reporting supplier/subcontractor cost, schedule, and technical performance, while ensuring CACI and Customer objectives are achieved
Developing, managing, and growing strategic relationships with Suppliers to achieve Program,
Customer, and Corporate goals for sales, orders, and profit
Partnering with functional leadership and internal stakeholders to help develop, refine, and publish supply chain policies, procedures, and forms
Using negotiation expertise to include drafting and negotiating contract vehicles, including
Subcontracts, Letter Subcontracts, Teaming Agreements, Non-Disclosure Agreements, and Sole Source Agreements
Initiating corrective action measures and recovery plans with Suppliers when necessary and assessing trends in performance to prevent delays or cost overrun
Applying ingenuity and innovation to drive solutions to complex subcontracting problems and identifying areas for supplier performance improvement and cost reduction
Serving as initial point of contact for Subcontracts issues and Supplier contractual support
Qualifications:
US citizenship due to contract requirement and nature of the work
Bachelor's degree in Business Management/Administration, Finance, Engineering, or related or equivalent experience
Ability to qualify for a SECRET security clearance
Minimum 7 years' experience in government contracting procurement/subcontracts environment managing supplier performance in the areas of technical scope, schedule, and cost
Experience in the following contract types: FFP, FPIF, T&M, Labor Hour, Cost-Plus (w/fixed-fee, incentive fee, or award fee)
Experience evaluating, onboarding, and developing new Suppliers for fabricated
Ability to navigate FAR/DFARS regulations and internal procedures for compliance
Preferred:
TS/SCI security clearance
10 years' experience working in an procurement/subcontracts setting for a defense contractor
Master's degree
Expertise in managing complex subcontracts, including hardware, software, complex services subcontracts, critical components and assemblies, and fabricated/ machined items
Effective communicator with a wide array of professional levels and functions
Ability to work as an effective leader, while maintaining a "team" mentality in a fast-paced, changing environment
Ability to provide input on improving and growing Supply Chain's overall performance and team cohesion through training / mentoring, interviewing potential candidates, and supporting other staffing decisions
Ability to support Contractor Business System Audits and Reviews as required
Ability to follow strategic direction set by Program and functional leadership
Strong verbal and written communication skills
Proficiency in Microsoft Suite of Products

Since this position can be worked in more than one location, the range shown is the national average for the position.
The proposed salary range for this position is:
$67,100-$141,000
