Naval Supply Systems Command PROGRAM MANAGER in Mechanicsburg, Pennsylvania

Summary You will serve as a Program Manager in SUP 0411 Program Management & Business Operations Branch within SUP 041 Strategy, Program Management & Business Operations Division of SUP 04 ACOM for Supply Chain Management Policy & Performance at Naval Supply Systems Command (NAVSUP) Headquarters. NAVSUP's mission is to Provide Supplies, Services, and Quality-of-Life Support to the Navy and Joint Warfighter. The duty station for this position is at Naval Support Activity Mechanicsburg, PA. Responsibilities You will serve as a central point for Assistant Commander (ACOM)-level coordination and management for broad-based support of NAVSUP field activities, with regard to budget and issue elevation/adjudication for Department-related programs. You will provide continuing assessment of the coordination strategies, goals, and support efforts, and redirects such efforts to foster success in meeting the command's overall strategic objectives. You will provide updates and advice to the Program Management Supervisor on significant issues and problems related to Echelon III program requirements or department-related issues or customers dissatisfaction. You will write budget development documents for overarching new or realigned efforts to substantiate resource requirements. You will receive, consolidate, and analyze inputs, obtaining stakeholder clarification where necessary to ensure a complete and validated requirement is submitted. You will act on internal taskings that apply to all programs, such as Program Objective Memorandum (POM) input, Navy Working capital Fund Budget submission and midyear review. Requirements Conditions of Employment Qualifications Your resume must have one-year specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector applying a comprehensive knowledge of management principles and skill in conventional and complex fact finding, analytical and problem-solving methods, practices, and techniques to plan, manage, schedule, and conduct studies. Specialized experience must include: 1) Apply a comprehensive knowledge of the organization and responsibilities of the NAVSUP Enterprise, as well as key stakeholders including specific missions and functions at the Echelon II and III levels, as well as NAVSUP business lines and programs; 2) Develop and conducts oral presentations, communicates effectively, and defends developed policy or practices in view of criticism and be able to lead meetings with a variety of stakeholders and priorities; 3) Establish and maintain working relationships with a variety of personnel at all levels within the organization and outside of the organization; 4) Utilize quantitative and qualitative methods to gather, analyze, and evaluate information concerning the effectiveness of programs and to recommend ways to improve effectiveness and efficiency of work; and 5) Experience writing budget development documents to substantiate resource requirements for funding sources.
