The Missile Defense Agency (MDA) Directorate for Strategy, Plans, and Resources (DZ) has the responsibility to plan and program Agency-level strategies that justify, acquire, and sustain the human and financial resources to effectively and efficiently achieve DoD requirements to defend against missile attack. DZ has an emergent responsibility to develop and implement a future-looking strategic planning capability into the existent Agency planning and programming process. The new function will incorporate future requirements, resource allocation and analysis, along with capability delivery and program analysis to guide MDA investments over the next 20-30 years.

We are seeking an experienced Planning and Strategy leader, and a critical thinker with deep technical skills and a demonstrated track record of fostering, promoting, and fielding innovative ideas and solutions. This is a Strategic Planner Principal Step, Huntsville-based or McLean Based, position. Location supports close working relationship with the senior government sponsor located at the Redstone Arsenal, AL or Fort Belvoir, VA government sponsor locations.

Roles & Responsibilities:

  • Lead the development and execution of strategic plans, ensuring alignment with DoD objectives and priorities.

  • Devise strategies to manage and oversee the POM build process, including the formulation, justification, and defense of budget proposals.

  • Develop and execute comprehensive program assessment concepts to evaluate the effectiveness, efficiency, and alignment of defense programs with strategic goals.

  • Collaborate with key stakeholders, including senior leadership, program managers, and financial analysts, to ensure cohesive and informed decision-making.

  • Provide expert analysis and recommendations on future requirements, budgeting strategies, resource allocation, and program prioritization.

  • Monitor and analyze budget execution, identifying risks and opportunities for reprogramming and realignment.

  • Prepare and present detailed reports, briefings, and presentations to senior leadership and external stakeholders.

  • Stay current with DoD policies, regulations, and best practices related to budgeting and strategic planning.

  • Sponsor interaction – MDA senior leadership, MITRE division leadership, individual Govt personnel

  • Stakeholder coordination – Coordinate across enterprise to achieve outcomes benefiting MDA and the enterprise as a whole

  • Build partnerships and coordinate efforts across MITRE and government sponsor programs

  • Present recommendations to government sponsors to the program strategy

Basic Qualifications:

  • Typically requires a minimum of 10 years of experience in strategic planning, budgeting, and/or program management or assessment within the DoD or a related environment with a Bachelor’s degree in Finance, Business Administration, Public Administration, or a related field, or 8 years and a Master’s degree, or a PhD with 5 years’ experience, or equivalent combination of related education and work experience.

  • In-depth knowledge of DoD budgeting processes, including POM builds, budget justification, and execution.

  • Strong analytical skills with the ability to interpret complex data and provide strategic insights.

  • Excellent communication and presentation skills, with the ability to effectively convey complex information to senior leadership.

  • Proven ability to work collaboratively with cross-functional teams and build strong relationships with key stakeholders.

  • High level of proficiency in Microsoft Office Suite, particularly Excel and PowerPoint.

  • Must be a U.S. citizen with an active Secret clearance and the ability to acquire and maintain a DoD TS/SCI clearance

  • Analytical, decision-making, strategic thinking, and problem-solving skills

  • Excellent written and verbal communications skills.

  • This position requires a minimum of 50% hybrid on-site.

Preferred Qualifications:

  • MS or higher degree and 10 years’ experience in relevant domain

  • Depth of knowledge and experience in OSD / Agency / Service-level Planning, Programming and Budgeting Integrated Air and Missile Defense, ISR systems, and/or their dissemination architectures

  • Experience in requirements management and verification

  • Current TS/SCI
