The Outreach and Education Manager is responsible for the day-to-day operations of the outreach and education unit, including staff management, daily scheduling of education and enrollment events, stakeholder liaison and strong community knowledge and presence. The successful candidate will have excellent communication skills, training expertise and demonstrated effectiveness in bringing innovative ideas to the performance of the outreach and education unit.
The development and execution of a comprehensive communications plans and outreach materials with Medicaid populations in mind, including the use of websites as well as electronic and social media.
Maintaining positive relationships with and acting as the primary liaison with the contracted Managed Care Organizations (MCOs) to obtain required information to help enrollees make informed MCO selections.
Responsible for monitoring and oversight of all outreach and education performance, including staff management and development and review of reports to identify trends and concerns that need to be addressed.
Ensure Outreach and Education team fulfills all responsibilities related to the operational performance of the project
Provide regular status reporting to client and Cognosante leadership
Report any issues causing delays and/or problems on the project, with timely resolution as designated by either the client and/or Cognosante leadership
Escalate all critical issues to the Project leadership and client within prescribed timelines per policy and project operations
Perform all duties as assigned within Cognosante policy and procedures
Bachelor’s degree, or work experience in a related field
Minimum of three (3) years of experience with managed care enrollment processing, and operations management reporting
Minimum of three (3) years of experience in developing and implementing comprehensive communications plans and outreach materials with Medicaid populations, including the use of websites as well as electronic and social media
Excellent oral and written communications skills, with specific focus on in-person or video presentations
Demonstrated expertise in developing and implementing effective communication strategies with hard to reach populations
Effective people and performance leadership skills
Ability to travel the state, up to 75%

Experience with in-person, and video meetings with groups or individuals to promote informed decision making for clients
Demonstrated experience developing and implementing successful community outreach materials and campaigns
