Summary The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management. Manage, lead, and oversee staff in the development and management of complex Human Capital (HC) projects or programs that often requires generating new concepts, principles, and methods to ensure their successful implementation within the Intelligence Community (IC). Strategic management and oversight of workforce professional development, including awards and recognition, career design, performance management, and training and education efforts. Lead a team of professional staff to assess performance, collaborate and oversee goal setting, and provide feedback on personal development. Lead, manage and direct staff; promote teamwork, collaboration and open communication, encourage continuous learning, communicate management goals and principles, evaluate performance, and provide feedback and guidance on personal and professional development opportunities. Provide strategic direction and operational guidelines to HRM Talent Development Programs staff; coordinate with HRM Operations, Recruitment, and Workforce Diversity & Reasonable Accommodation to ensure senior ODNI managers receive accurate and timely advice, guidance, and direction regarding HR policy, procedures and programs. Contribute to the development of corporate policies, programs, and directives in support of mission requirements, including coordination with the Executive Review Board, the Chief Operating Officer, and IC Human Capital. Direct, manage, and oversee the implementation of innovative approaches, policies, and processes to ensure adherence with management decisions regarding corporate policies, programs, and directives. Identify developments, trends, and issues in areas of responsibility; lead analysis of organizational performance and recommend solutions to HRM and COO leadership; and direct implementation of policy and management decisions. Establish controls, provide oversight, and monitor initiatives to ensure that corporate professional development workforce programs are consistent with personnel capabilities, and resources, and adhere to HRM mission requirements. Represent HRM at meetings, conferences, and other forums within the ODNI and throughout the Intelligence Community to promote collaboration, consistency, and equity. Lead, cultivate, and maintain productive working relationships with IC HC leadership, colleagues, HR experts, and ODNI senior leadership to share information of interest, explain the specifics of HC programs and, when appropriate, present, justify, defend, negotiate, and/or settle matters involving significant or controversial issues. Requirements Conditions of Employment Must be a current permanent ODNI employee. Qualifications Mandatory Requirements: Superior ability to work effectively both independently and in a team or collaborative environment, mentor junior colleagues, and utilize strong organizational and interpersonal problem-solving skills. Five years of progressively responsible supervisory experience. Expert ability to interpret and apply regulations, policies, and authorities to HRM Talent Development programs and other HRM mission areas, as needed. Excellent leadership skills and political savvy in navigating complex management situations. Expert ability to think quickly and creatively in high-pressure situations, and ability to propose viable solutions using creative problem-solving skills. Superior program management skills and experience with proven ability to plan, implement, and execute. Strategic planning skills and experience, including the ability to conduct assessments of programs, processes and/or procedures, to identify needs and requirements, as well as develop and implement business efficiencies. Exceptional interpersonal, communication, and networking skills, and demonstrated ability to build and sustain professional networks and to influence decision-making on personnel and program issues. Strong qualitative and quantitative analytical skills necessary to collect, interpret, analyze and present data. Ability to track trends and develop substantive reports and executive summaries that support management decision making. Knowledge of COTR concepts and principles. Desired Requirements: Knowledge of Human Resources policies, programs and practices. Prior experience managing performance management programs. Prior experience in coaching and/or mentoring. Prior instructional design experience. Prior experience overseeing training contracts. Prior experience overseeing large-scale training prioritization and governance efforts. Prior experience transitioning or overseeing transition of in-person training to virtually accessible training.
