Department Summary:

MITRE’s Enterprise Technology team is seeking a Business Operations Manager to shape strategic initiatives and align business needs with MITRE’s broader business and IT objectives. This role emphasizes the development of actionable strategies, multi-year roadmaps, and the prioritization of initiatives to ensure alignment with organizational goals. Reporting to the CIO, the ideal candidate will work closely with the Enterprise Technology Senior Leadership Team (SLT), leveraging strong coordination and leadership skills to guide technical teams, foster collaboration, and facilitate decision-making that drives strategic and operational excellence. A commitment to strategic program management, risk management, IT financial management, and process optimization is essential for translating business needs into successful outcomes, positioning the Enterprise Technology team to support MITRE’s mission.

Roles & Responsibilities:

  • Lead and manage a team to work with the CIO and SLT to operationalize the Strategic Plan.

  • Develop a framework for measuring impact and outcome achievement of technical projects and programs.

  • Facilitate the development of a 3-year roadmap.

  • Create an intake process for new initiatives/projects and a streamlined prioritization process – identifying resource constraints.

  • Maintain the IT operating model that is required to successfully execute to strategy and follows the standardized governance framework.

  • Coordinate laterally across MITRE to ensure the center is effectively delivering staff, capabilities, and solutions to its partner business units. 

  • Drive business operations to manage workforce capacity and delivery, hiring, resource management, training, recognition programs, capital planning, and indirect budgets.

  • Lead the Program Management Office to create standard and efficient program management methodologies and frameworks that can be applied across all of Enterprise Technology.

  • Establish IT financial management processes to optimize enterprise IT spend, create future cost projections, and cost recovery.

  • Develop and maintain strong internal relationships across a matrixed team of leaders, partners, administrative staff, technical staff, and sponsor project teams.

  • Create materials that tailor communication to a variety of audiences in partnership with our enterprise communications team.

Basic Qualifications:

Typically requires a minimum of 12 years of related experience with a Bachelor’s degree; or 10 years and a Master’s degree; or a PhD with 7 years’ experience; or equivalent combination of related education and work experience.

  • Bachelor’s degree in information technology field or MBA and 15 years of related job experience or equivalent in combined education and experience.

  • Demonstrated project management experience leading large-scale enterprise IT projects, from concept to implementation.

  • Demonstrated experience establishing budgets for a large-scale IT organization, managing large volume of vendors, and annual renewals.

  • Experience in a leadership role establishing a business office for a complex enterprise technology team across a large-scale enterprise.

  • This position requires a minimum of 50% hybrid on-site.

  • Experience leading through high levels of ambiguity to implement strategic priorities.

  • A customer service mindset focused on minimizing barriers to execution and maximizing organizational mission impact.

  • Significant experience leading outreach, communications, change management, and program development in a diverse technology-focused organization.
