MITRE has an opening for a contracts professional responsible for all aspects of contract negotiation, management and administration primarily supporting the Center for Integrated Transportation (CIT), including the Federal Aviation Administration’s (FAA) Center for Advanced Aviation System Development (CAASD) Federally Funded Research and Development Center (FFRDC) contract and other transportation contracts.

Job Description:

  • Provide cradle-to-grave contract administration expertise primarily supporting MITRE’s CAASD FFRDC contract with the FAA and other federal, state, local, non-profit and commercial transportation contracts that align with MITRE’s corporate strategy. Provide surge and back-up support in other contract areas, as needed.

  • Actively build and manage excellent relationships with Government Contracting Officers. Represent MITRE to external organizations, both U.S. Government and non-U.S. Government, building trusted relationships.

  • Actively guide the business model, strategy and goals for CIT and the CAASD FFRDC.

  • Act in partnership with MITRE senior leadership, stakeholders and colleagues, providing agile, responsive, decisive advice and counsel. Serve as trusted advisor/mission partner to the CIT VP & Director.

  • Lead mission area business team for CIT, which includes Contracts, Finance, Subcontracts, Accounts Receivable, Closeouts and other business partners.

  • Support innovation, optimization and enterprise best practice standardization of contracting process to ensure consistent and compliant application of MITRE policies and government requirements. Lead initiatives that align with Contracts Director’s goals.

  • Consistently exercise independent judgment and discretion in planning activities and solving complex contract issues, with a focus on clear communications and relationship management with internal and external stakeholders.

  • Define, interpret, and implement corporate policy as related to contract commitments and performance.

  • Identify and mitigate risk.

  • Provide timely input into contract system(s) in response to awards and modifications.

  • Generate and negotiate supporting contractual documents, such as non-disclosure agreements, software evaluations, data use agreements, Memorandums of Understanding/Agreement, CRADAs and public release requests.

  • Promote the FFRDC role and value internally and externally.

Basic Qualifications:

  • Typically requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.

  • Strong working knowledge of in U.S. Government contract laws and regulations (knowledge of Federal Aviation Administration Acquisition Management System [FAAMS] a plus)

  • Experience working with multiple contract types (FFP, T&M, Cost Reimbursable, etc.)

  • Submitted proposals and negotiated contracts with the federal government, as well as with State, Local and non-profit institutions.

  • Demonstrated ability to exercise independent judgment, make informed decisions and meet deadlines.

  • Excellent customer service skills with ability to initiate and foster collaborative relationships both internally and externally

  • Demonstrated strong verbal and written communication skills

  • Strong working knowledge of Microsoft office applications in a Windows environment.

  • Bachelor's degree in Business Administration, Finance, Accounting, or related field.

  • Experience in contract negotiation/administration

Preferred Qualifications:

  • Experience working with Federal Grants.

  • Suitability - FAA Clearance
