General Statement of Duties

Performs highly skilled urban planning functions in compliance with federal, state, and local regulations and established procedures in the Community and Economic Development Department; performs related tasks as required.

Classification Summary

The primary function of an employee in this class is to manage the McCall Area Planning and Zoning land use process in its entirety and provide technical expertise as a senior planner. Work is performed under the general supervision of the Community and Economic Development Director, with significant latitude granted for independent judgment and initiative. The duties of the position are performed in a public building environment and outdoors and may include exposure to adverse weather conditions.

Essential Duties and Responsibilities

Review planning documents for Code compliance and approval requirements, prepare necessary reports and findings;

Provide information, interpretations and assistance to developers, property owners and the public regarding laws, policies, regulations, standards and procedures with respect to the submission of plans, processing of applications, Code requirements and alternative options to meet Code requirements;

Distribute land use applications to relevant agencies for review and comment, coordinate responses and alternatives as required;

Review submitted application materials for compliance with McCall Area Comprehensive Plan, agency policies, and other applicable criteria;

Prepares meeting and presentation materials (i.e. agendas, agenda bills, staff reports, findings and conclusions, and binders) for Planning Commission, City Council, and County Commission meetings;

Expert staff representative/presenter at various public meetings for land use applications (i.e. Planning Commission, City Council, County Commissioners) by presenting applications, reviewing presented materials, answering questions, and providing professional opinions;

Evaluates appropriateness and validity of data for use in projects and makes recommendations;

Is familiar with land use law and the application to land use proposals;

Creates and revises application forms, templates, review sheets and public information materials;

Prepares a variety of visual materials, including advanced graphics, maps and charts using manual or computer tools to synthesize and communicate technical and complex information to a variety of internal and external audiences;

Conducts site visits, collects field data, verifies sites conditions and notes onsite development problems;

Other Duties and Responsibilities

Acts as the certified Floodplain Administrator;

Manages land use related code enforcement with City and County departments;

Assists in long-range or project-specific planning projects to develop and modify plans, policies, goals, objectives, guidelines and project specifications;

Drafts new or revised codes, ordinances, administrative procedures and project specifications;

Performs other related duties as required;

Knowledge, Skills and Abilities

Knowledge of:

Application of land use, land use law, physical and environmental design, ecological science and zoning theory and practices to the planning process;

Applicable local, regional, state and federal laws, regulations, codes, requirements and criteria;

Theory, principles, standards, practices and information sources of city planning;

Terminology, symbols, methods, techniques and instruments used in planning;

Math concepts, including statistical analysis techniques and formulae relevant to the planning process;

Methods a d techniques of citizen involvement as they apply to the planning processes;

Operations and uses of a computer and standard and specialized software applicable to the work.
