Responsibilities SUMMARY: The primary purpose of this position is to lead, direct, and manage the independent work of a wide variety of education functions in the Enrollment Management Directorate to include Registrar and Student service issues at the Community College of the Air Force (CCAF) Administrative Center. This position directly supports and administers the updates to more than 3 million student records for resident, non-resident (Distance Learning) courses completion and transfer credit from other accredited colleges and universities located around the world in support of an active student body more than 305,000 students who are enrolled in 68 associate in applied science degree programs and 108 CCAF affiliated schools located world-wide to include Joint Training operations and over 6,000 faculty members. The Director of Enrollment Management provides oversight and management in the ordering and printing of more than 124,000 transcripts, over 20,000 diplomas annually and manually processes more than 205,000 incoming transcripts from other institutions for electronic imaging. This position determines and manages the processing of over 90,000 student action requests annually. DUTIES: Plains, organizes and directs the activities of the CCAF Enrollment Management Directorate ensuring the Directorate complies with legal, regulatory and accreditation requirements and meets customer needs. Serves as liaison with current and former students, civilian colleges and universities, education offices, and affiliated schools to coordinate or gather information, acquire new ideas and innovations in admissions, registrar services and procedures. Manages and maintains CCAF student record system. Exercise supervisory personnel management responsibilities. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1720, Education Program Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A. Applicant has successfully completed a bachelor's degree that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses. NOTE: You must submit a copy of your transcripts. OR B. Applicant has a combination of education and experience of at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below. NOTE: You must submit a copy of your transcripts. OR C. Applicant has at least four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university OR D. Applicant has at least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicant has one (1) year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience which includes broad professional knowledge commensurate with or equal to that found in Registrar and enrollment management found at any two or four year civilian college. Thorough understanding of a wide range of theories, principles, concepts, standards, and methods of the discipline sufficient to carry out difficult and complex work assignments. Knowledge of the discipline sufficient to adapt precedents or existing strategies to meet unusual needs or special demands requiring extended professional experience to prepare, present, and evaluate plans, designs, reports and correspondence. Formulates, executes, advises on, and explains recommendations or solutions to modify standard practices, equipment, devices, processes and techniques and resolve a wide variety of complex problems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of Air Force education programs, civilian colleges/universities degree programs, CCAF degree program and academic credit. 2. Thorough knowledge of Criteria for Accreditation, Southern Association of Colleges and Schools, Commission on Colleges, various levels and types of accreditation. 3. Ability to work harmoniously with all levels of personnel by effective communication both orally and writing in dealing with students, subordinates, leadership and inspires, motivates, and guides others toward goal achievement. Leadership ability, including the ability to coach, mentor and challenge subordinates; ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. 4. Ability to work in several different automated systems and magnitude of database environments by establishing, updating, changing data in a student academic record, run queries and provide data to leadership in a prescribed format and plan, organize and direct the functions and staff of an organization. 5. Ability to conduct thorough research and prepare briefings to facilitate understanding of various processes or products provided by the Enrollment Management. 6. Ability to read, interpret, comprehend and follow regulations, manuals, operating instructions, Privacy Act guidance, accreditation policies/procedures and compose technical and non-technical correspondence and advise students based on academic eligibility criteria. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
