U.S. Army Corps of Engineers Pumping Plant Mechanic Operator in Marianna, Arkansas

Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located with the U. S. Army Corps of Engineers, Memphis District, Operations Division, Physical Support Branch, Pumping Plant Section. Duty Location: W.G. Huxtable Pumping Station, Marianna, Arkansas. Responsibilities Operating automatic mechanical and hydraulic systems to pump water to specified water levels and quality. Manually overriding the Automatic Controls of mechanical and/or hydraulic systems when malfunctions occur. Operating hydraulic lifts, portable dewatering pumps, and electric air supply system compressors for pumping plant operations. Interpreting technical manuals to perform assembly and disassembly of mechanical/hydraulic pumping plant equipment. Diagnosing mechanical and/or hydraulic problems in order to replace or repair defective parts. Performing preventive maintenance and repairs to mechanical and/or hydraulic systems to avoid harm to self and others. Reading and interpreting suction and discharge pressure gauges as required to determine operating conditions for pumps to ensure that the pumps are operating within normal parameters. Diagnosing major mechanical and/or hydraulic systems problems to recommend plant shutdown. Identifying malfunctions during equipment operation to avoid damage to equipment or injury to self or others. Drives a pick-up truck, or other vehicles up to and including 1-ton capacity, to transport personnel, materials, tools, and equipment to and from job sites and vendor locations, and regularly drives on public roads. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Pumping Plant Mechanic Operator without more than normal supervision. I have the ability to perform the common operation maintenance and repair activities at Pumping Plant Facility. I am skilled in 1) operating a variety of miscellaneous equipment at including hydraulic lifts, elevators, portable dewatering, electric air supply system compressors, front end loaders, and tilt bed cargo trucks. (2) Accomplishing regular maintenance, servicing, and inspection on a variety of electrical/electronic systems, fixed and/or portable mechanical equipment, mobile equipment, and structures and grounds; and (3) performing general repairs such as disassembly of common equipment and components; and (4) preparing shift operator reports and logs for submission to supervisor. - Failure to meet this Screen Out Element will result in an ineligible rating. PHYSICAL EFFORT: Must be physically able to do relatively heavy lifting, (up to 50 pounds) and pulling, be able to stand or walk for periods of several hours, climb ladders and enter confined spaces. Equipment operation work requires heavy effort in pushing, pulling, depressing levers and brakes. Incumbent is subject to equipment vibration, jerking, and jolting motions. WORKING CONDITIONS:Work is performed both inside and & outside. Inside work subjects the incumbent to noisy conditions, long periods of standing requiring the incumbent to remain constantly alert to the status of pumping plant operation. Outside work subjects the extremes of heat, cold, and weathering conditions. Repair and maintenance work subjects the incumbent to greasy and oily conditions with the potential for cuts, bruises and abrasions in conducting repairs. Incumbent must wear proper safety equipment when working in potentially hazardous situations; i.e., gloves, safety boots, goggles, life jackets, etc. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year probationary period may be required. Direct Deposit of Pay is required. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. This position is covered by the DOT rules and USACE ER 690-1-1218. May be subject to random alcohol and drug testing on an unannounced basis. Incumbent is required to sign a DA Form 7412, "Condition of Employment for Certain Civilian Positions Identified Safety-Sensitive Under the Department of Transportation, Federal Highway Administration Rules on Drug and Alcohol Testing" or a Memorandum of Understanding. Must obtain and/or maintain within 12 months of being hired: -Forklift Operator's License -Scissor Lift Operator's License -Small boat operator's license -Must obtain Class II crane operators certification. Position requires frequent overtime, after hours, and weekend on-call status to support critical project and facility requirements. The pumping plant may be operated nights and weekends as well as weekdays. The incumbent may be required to work nights and/or weekends. Various protective devices such as safety shoes and glasses, gloves, and hard hats must be used. Position requires the ability to walk on and traverse uneven ground. Note: Failure to obtain or maintain required licenses, certifications, and credentials for this position within the allotted timeframe will result in a reassignment, change to lower grade or removal from Federal Service.
