Independent School District 279 Security and Emergency Management Specialist in Maple Grove, Minnesota

Under the direction of the Assistant Director of Security and Emergency Management, plan, execute, and communicate the safety, security, and emergency management programs of the District to ensure regulatory and procedural compliance, emergency and crisis preparedness, and safety for all scholars, staff, and community members; make appropriate and equitable use of resources and technologies; implement the goals and objectives of the District and department for which employed; support District and department leaders implementation of improvement plans; build capacity in staff to meet system-wide and department initiatives; initiate and sustain collaboration within and across departments, programs, and buildings; support in-person, synchronous, and asynchronous learning and services when applicable; participate in District and department leadership activities.Ability to be flexible with work hours to meet the needs of the district and department at the discretion of the supervisor. Job Summary: The essential functions of this position include, but are not limited to, the following fundamental job duties: Securtity and Emergency Management Security Plan - Maintain and communicate district emergency planning and crisis preparedness programs Design, develop, and maintain a districtwide emergency preparedness program (long and short-range plans) in cooperation with other agencies, including 911, local law enforcement, emergency management agencies, and the Security and Emergency Management Advisory Committee (SEMAC) Participate and support SEMAC in collaboration with the Director of Transportation and Security and Emergency Management Operations and Assistant Director of Security and Emergency Management Maintaining and communicating district emergency planning and crisis preparedness programs implementing the district security and emergency management programs including comprehensive procedures and policies which pertain to the security and emergency management of all district locations Assist in designing, developing, and maintaining a districtwide emergency preparedness program (long and short-range plans) in cooperation with other agencies, including 911, local law enforcement, emergency management agencies, and SEMAC Develop, influence, and nurture trust-based relationships with government officials at city, county, state, and federal levels and act as district representative to these entities in collaboration with the Director of Transportation and Security and Emergency Management Operations and the Assistant Director of Security and Emergency Management Participate in the district's behavior threat assessment program and assist in monitoring supports and interventions. Monitoring compliance with internal audit and security and emergency policies, procedures and training as well as local, state, and federal regulatory requirements; monitor and coordinate compliance with district standards for security and emergency management, emergency planning, crisis preparedness, and advising the Assistant Director of Security and Emergency Management regarding identified gaps in compliance and security and emergency vulnerabilities Coordinating support for district staff and community members, deliver presentations, provide guidance and act as a resource; establishing system for responding to concerns from staff, students, and the public; under the guidance of the Assistant Director of Security and Emergency Management Providing training for staff as necessary on the crisis emergency management plan and its individual components, emergency planning, crisis preparedness Essential knowledge and pecialized subject knowledge required to perform the essential functions of the job: Law and Government Knowledge of laws, legal codes, government regulations, and political processes, and political organizations Security Technologies Knowledge of security systems and programs. This includes and is not limited to camera s, NVR s, alarm systems, card access systems and two-way radios Crisis Management and Emergency Preparedness Knowledge of crisis management protocols, design, and implementation of programs Developing and presenting employee training Conducting behavior threat assessments and developing safety and supervision plans Qualifications: High school diploma or GED required Associates degree desired + minimum 5 years of experience in similar/equivalent position; Major field of study or degree emphasis: Criminal Justice, Emergency Management, Security Management, Business Administration Required Work Experience in Addition to Formal Education/Training: A minimum of three years of experience managing security and emergency management program compliance, emergency preparedness, law enforcement, and security Skills, Knowledge, Abilities: Ability to develop and sustain positive relationships with colleagues, scholars, guardians/caregivers, community, and staff; interacting effectively with racially, culturally, and linguistically diverse individuals and groups in a variety of settings. Ability to communicate effectively and respectfully with all levels of staff, public, representatives of other organizations, elected officials, or others both in writing and verbal interactions; provide accurate information to the public and district staff in a courteous manner. Ability to examine new approaches and methods, initiate action and render recommendations; use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems; consider the relative costs and benefits of potential actions to choose the most appropriate one; understand the implications of new information for both current and future problem-solving and decision-making; engage in task analysis, produce detailed plans, and evaluate the effectiveness of processes. Ability to lead and manage projects, from planning through completion, in a fast paced, rapidly changing environment; work on several projects simultaneously with efficiency and accuracy to detail; prioritize and manage work to meet critical project timelines; develop, design, or create new applications, ideas, relationships, systems, or products. Ability to effectively engage in conflict resolution, conduct hazard assessments and develop corrective action plans and implement quality improvement concepts Ability to effectively facilitate and/or participate in meetings and appropriately engage in challenging conversations; lead and encourage staff to reach established strategic objectives; involve others in planning and decision-making. Ability to develop and present employee training. Ability to use Microsoft Word, Excel, PowerPoint. Ability to exercise confidentiality and compliance regarding program information and procedures.
