This position provides full service at District 7 in all types of agreements; prepare and process professional/technical contracts; train and coach project managers in the preparation of scopes of work and management of consultants; develop, track, and administer the district consultant budget; prepare agency agreements; train and coach project managers in the rules and processes for cooperative agreements; serve as primary district contact for and process cooperative agreements; coordinate locally led projects that involve MnDOT funding or alterations to MnDOT roads; participate in district and statewide agreement related process improvement efforts; in all these efforts ensure proper program execution and compliance with MnDOT, state and federal procedures, practices, regulations, and standards.

Minimum Qualifications

  • Three (3) years of advanced para-engineering experience at the Engineering Specialist level (or equivalent) that demonstrates all the following:

  • Knowledge of consultant contracts and cooperative agreements.

  • Demonstrated ability to work cooperatively and effectively with project managers.

  • Demonstrated ability to effectively communicate clearly and concisely.

  • Demonstrated ability to prioritize multiple, competing priorities.

  • Demonstrated ability to organize multiple information streams.

  • Knowledge of spreadsheet and word processing applications.

  • Knowledge of cost participation policies

If advanced to the finalist pool, in addition to the previous qualifications, you will be assessed on the following criteria during a job interview:

Preferred Qualifications

  • Working in multiple, transportation related disciplines including, but not limited to design, surveys, hydraulics, planning, project management, materials, right of way, and/or construction.

  • Developing or administering professional/technical contracts.

  • Developing or processing agreements with local governments or other agencies.

  • Civil engineering principles, practices, techniques, and methods sufficient to review consultant contracts and assist Project Managers in negotiating contracts.

Physical Requirements

General Office: While performing the duties of this job, the employee is regularly required to sit; use wrists, hands, and fingers to handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to stand; walk; and stoop, kneel or crouch. The employee must frequently lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus.

Technical-Field: While performing the duties of this job, the employee is occasionally required to work outside exposed to the weather elements (both cold and hot). The employee will frequently drive a motor vehicle. Periodically, the employee will walk on even and uneven/sloping ground. The employee may work in high volume traffic zones in day and night time conditions. The employee must be able to wear and use personal protective equipment to protect the head, eyes, hearing, respiration, visibility, and feet from injury as needed.
