About You
We are seeking individuals with:
Demonstrated experience in the quality assurance of education and skills development programs;
Understanding of the Philippine education and skills sector and recent developments in the Philippine education and skills landscape
Understanding of the Australia and Philippines program development and design requirements; and
Strong written and oral communication skills.
About the assignment
The new Australian development investment in education and skills in the Philippines will complement and build on Australia’s previous support for education reform. The investment will aim to contribute to improving the relevance of learner competencies and skills, quality of schooling and the quality of teaching as foundations to ensuring meaningful employment and economic participation.
About the Opportunity
This is a short-term consultancy engagement, with maximum of 5 days inputs and is expected to commence in August 2023.
The Independent Appraiser will report to the Australian Embassy’s Education, Skills and Employment team in Manila, and will be responsible for:
- Desk review of the new education and skills design document to confirm:
Alignment of the design document with relevant Australian and partner Government policies;
The rigour of the technical analysis which underpins the proposed design;
The soundness and practicality of the investment theory of change, including the assumptions that support it;
The proposed management arrangements and any partnerships are likely to lead to successful implementation;
That gender and inclusion, child protection, and other policy and legal compliance issues have been adequately addressed; and
The costings are appropriate to the implementation plans and assume proper efforts to ensure value for money.
- Using the investment quality assessment tool and scoring matrix, (https://www.dfat.gov.au/sites/default/files/investment-design-quality-scoring-matrix.pdf) assess and rate the design document for each of the following criteria:
Relevance
Effectiveness
Efficiency
Monitoring and Evaluation
Sustainability
Gender equality and crosscutting issues
Innovation and private sector
Risk management and safeguards
Provide recommendations on specific issues or aspects of the program design that need adjustment, further analysis, elaboration or discussion with appropriate authorities.
Participate in the program Design Appraisal and Peer Review meeting by videoconference.
About PALMSS
DFAT through the Australian Embassy in Manila, contracted Abt Associates (‘Abt’) to undertake the Procurement, Administrative and Logistics Management Support Services for Aid Program Delivery (PALMSS) Facility. The overarching objective of the Facility is to provide responsive and efficient sourcing, engagement and management of individuals and/or organisations with relevant expertise required by the Embassy to complement existing staff capacity. These individuals and/or sub-contractors are expected to provide timely advice, inputs and/or services to the Australian Embassy in Manila with the aim of enhancing the effectiveness and efficiency of Australian aid investments in the Philippines.
PALMSS was tasked by the Australian Embassy to engage two (2) Independent Appraisers to support the Education, Skills and Employment Team of DFAT in Manila.
