Job Description Summary:

The Director of Business Development will drive the growth strategy, identify new business opportunities, and lead the capture and proposal process for federal contracts. This role will involve building strong relationships with government agencies and partners, and ensuring WESTECH's offerings align with market needs. The position reports to the CEO and requires a combination of leadership, strategic thinking, and hands-on involvement in proposal development. This position offers the flexibility of remote work, providing a work/life balance.

Key Responsibilities:

  • Provide leadership in identifying new business opportunities.
  • Support and contribute to business growth strategies and plans.
  • Ensure the long-term financial viability of the organization through business development activities.
  • Conduct market research to identify emerging opportunities and evaluate marketplaces to assess how the company fits.
  • Provide market analyses and insights to guide strategic decision-making.
  • Lead the end-to-end proposal development process.
  • Create and lead teams in the production of proposals and bids for government contracts.
  • Ensure competitive analysis, bid strategies, and opportunity assessments are complete for decisions on contract bids.
  • Participate in regular meetings via MS Teams.
  • Write detailed past performance citations for current and past contracts.
  • Develop program metrics and annual performance metrics for active contracts.
  • Vet opportunities that fit with WESTECHs skills, experience, and qualifications.
  • Vet prospective subcontractors and prime contractors to build competitive teams.
  • Develop detailed capabilities matrixes from solicitations PWS/SOW (Performance Work Statement/Statement of Work).
  • Market WESTECH to government agencies and other firms for existing and upcoming contractual work.
  • Support marketing activities and corporate communications, including trade shows, open houses, and press releases.
  • Organize the availability of company members for media/PR events and assist in press development.
  • Build and maintain strong relationships with federal agencies, industry partners, and stakeholders.
  • Represent WESTECH at industry events, meetings, and networking opportunities.
  • Act as a liaison between WESTECH and the community, building relationships with peer organizations.
  • Serve as a leading spokesperson and advocate for the company and its mission.

General Duties:

  • Identify and evaluate new business opportunities in the federal sector.
  • Provide strategic input for company growth plans.
  • Lead teams in preparing responses to Sources Sought Notices (SSN), Requests for Information (RFI), Past Performance (PP) citations, Statements of Capabilities (SOC), and other Request for Proposal (RFP) documentation.
  • Develop and monitor strategies to ensure long-term financial viability.
  • Conduct research, create reports, and interface with government customers and other contractors.
  • Ensure competitive analysis, bid strategies, and overall opportunity assessments are complete.

Requirements

Minimum Requirements:

  • Bachelor's degree required; Master's degree preferred.
  • Minimum 3-5 years in business development with a focus on federal contracts, including managing small teams (2-25 people).
  • Proven ability to secure and negotiate Teaming Agreements.
  • Hold an active DoD Secret Clearance or be eligible to obtain a Secret Clearance (Top Secret preferred)
  • Fluent in reading and writing English.

Knowledge, Skills, and Abilities:

  • Ability to develop and implement business growth strategies.
  • Excellent verbal and written communication skills. Must be comfortable delivering presentations.
  • Strong interpersonal skills to build and maintain professional relationships.
  • Expertise in leading proposal development and managin the proposal process.
  • Financial acumen for understanding the impact of revenue and profit on Task Orders (TO) and Delivery Orders (DO).
  • Ability to make sound business judgments and decisions.
  • Proven ability to lead and inspire teams.
  • Working knowledge of the Federal Acquisition Regulations (FAR).
  • Proficiency in Microsoft Office and other relevant tools.

Working Conditions:

  • Travel up to 10-20% of the time, sometimes on short notice, including air travel and driving.
  • Extended periods working at a computer.
  • This position requires extensive overtime during proposal work.
