MADISON AREA TECHNICAL COLLEGE Budget & Policy Analyst in MADISON, Wisconsin

JOB REQUIREMENTS: 1. Provides organizational and budgetary analysis and advice to support assigned units and support college-wide resource allocation decision-making to align with the College\'s mission, vision, and values. 2. Completes and maintains long-range financial analyses of all funds with a focus on operational, capital and debt service funds. Identifies internal and external budget pressures and, in conjunction with subject matter experts, develops alternatives to address or mitigate their impact a. Prepares, monitors, and analyzes major and minor capital project budgets and fiscal transactions for College-wide projects 3. Provides short-term and long-term financial and non-financial analysis to aid in the preparation of an annual budget. a. Independently completes technical calculations for college-wide budget development, including capital budgets, technology services, utilities, insurance, and others. b. Assists in developing the annual budget document, including ensuring the budget document meets all WTCS and statutory requirements and the management needs of the College with the support of the budget team. c. Prepares general operating budget guidelines for college budget managers. d. Reviews College budget policies and practices for improvement opportunities; researches policies and practices of other WTCS districts, community colleges and institutions of higher education; develops process improvement recommendations. 4. Responds to information requests, provides budget system training, and monitors annual operating, technology services, and capital budgets to provide managers and executive leadership with accurate financial information to help them achieve their goals. a. Manages and supports routine processes, including but not limited to, the maintenance of the College\'s position management database, reporting, and budget management. Coordinates updates to the budget development software and the ERP system. b. Develops reports and presentations for internal and external audiences, including budget managers, executive leadership, WTCS, the public, and the District Board. 5. Analyze the College\'s financial and programmatic operations through time-series and comparative data analysis, model building, and benchmarking with peer institutions to support the College leadership\'s resource allocation decision-making. a. Evaluates the fiscal condition of operations, identifies adverse patterns and conducts regular briefings for the Budget Director and the unit budget manager. Proactively conducts independent follow- up to clarify fiscal or operational issues. b. Acts as a subject matter expert and thought leader in the development of analytic tools that support the college community in its efforts to understand, manage, and track their budgets with a particular emphasis on new and special program analyses. ***** OTHER EXPERIENCE AND QUALIFICATIONS: Knowledge, Skills and Abilities: 1. Skill in communicating effectively and professionally, both orally and in writing. 2. Demonstrated skill in communications and human relations with populations of diverse socioeconomic and cultural backgrounds and persons with disabilities. 3. Professional working knowledge of public sector budgeting, governmental budgetary principles and procedures, and fiscal regulations. 4. Skill in interacting and communicating across the organization, both orally and in writing. This includes the ability to work well in group problem-solving situations and use reason when dealing with difficult conversations. 5. Demonstrated skill and competency in the use and management (e.g. testing, querying, or developing reports) of information systems, computers, and data analysis software, including all Microsoft Office applications, ERP (enterprise resource planning PeopleSoft/Workday) systems, and data management tools. Ability to work with a high-degree of independence, including the ability o prioritize when faced with multiple, competing demands. 6. Demonstrated ability to manage sensitive and confidential information in a professional and appropriate manner. 7. Skill in application of financial analysis and reconciliation, including the ability to synthesize diverse and complex information. 8.
