Air Force Elements, U.S. Central Command LOGISTICS MANAGEMENT SPECIALIST (JOINT PLANNER) in MacDill AFB, Florida

Summary The primary purpose of this position is to serve as the Senior Joint Logistics and Engineering Plans Officer leading and analyzing joint logistics and engineering planning capability requirements and provides strategic planning guidance involving broad, undefined complex issues of ad hoc or recurring nature. Responsibilities Serves as a Senior Operations Planner, Leads and Analyzes Joint Logistics and Engineering Planning Capability requirements. Manages, plans, and coordinates the conduct of Contingency and crisis response logistics and engineering planning to meet Combatant Command requirements. Develops, analyzes, and evaluates detailed plans, goals, and objectives for Joint Planning Group activities as directed by the U.S. Central Command (USCENTCOM) Command Planning Board which is chaired by the Deputy Commander (DCOM), USCENTCOM. Represents the Directorate on Joint Logistics and Engineering Planning related internal and external governance boards, committees, and meetings to discuss, formulate and/or coordinate strategy, policy, guidance, and procedures. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Logistics Management Series, 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes substantive knowledge of Joint Logistics and Engineering Planning and Execution System Planning Formats and Guidance and processes, joint programs, activities, missions, policies, and objectives and analytical and evaluative methods and techniques for assessing operational planning documents and systems. Comprehensive knowledge of analysis principles, practices, and techniques required to perform studies, and develop recommendations on issues related to joint planning to improve planning concepts, resolve problems, and gain effectiveness and efficiency. Expert knowledge and skill to analyze, develop, and evaluate detailed plans, goals, and objectives for short and long-range implementation of assigned major joint programs. Knowledge of a wide range of qualitative and/or quantitative methods for the evaluation, analysis, assessment, and improvement of command level logistics support plans and programs for conducting, exercising, and ensuring the continuity of major global integrated operations sufficient to anticipate and identify issues associated with logistics support planning requirements, and to assimilate, analyze, and evaluate data to formulate positions and recommend improvements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Substantive knowledge of Joint Logistics and Engineering Planning and Execution System Planning Formats and Guidance and processes, joint programs, activities, missions, policies, and objectives and analytical and evaluative methods and techniques for assessing logistics and engineering planning documents and systems. Comprehensive knowledge of analysis principles, practices, and techniques required to perform studies, and develop recommendations on issues related to joint planning to improve planning concepts, resolve problems, and gain effectiveness and efficiency. Expert knowledge and skill to analyze, develop, and evaluate detailed plans, goals, and objectives for short and long-range implementation of assigned major joint programs. Ability to prepare and deliver oral presentations such as briefings, training sessions, consultations and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned programs. Ability to analyze incoming information and data pertaining to operations and plans; communicates effectively both orally and in writing; provides written extracts detailing context, actions required, compliance issues, and other critical aspects. Ability to evaluate plans, provide direction for incorporating plans into program directives, and to formulate recommendations on strategic operations and programs which significantly affect readiness and impact execution of operational plans. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
