Financial Analyst

We are currently seeking a Financial Analyst to join the Treasury and Financial Services team. In this role, you will work closely with internal management and our Members. Primary responsibilities of this position will be performing financial analysis, investment reporting, cash flow projections, analyze bond financings, and monitor disclosure and revenue requirements. In addition, this position will support the activities of the Treasury and Commodity are functions through financial analysis, cash flow modeling, and data analysis. RESPONSIBILITIES

Perform financial analysis

  • Create, develop and maintain financial models using spreadsheets and specialized programs

  • Generate analytical reports in response to management requests

  • Assist in developing and maintaining financial and statistical database for SEC and Municipal Securities Rulemaking

  • Board continuing disclosure requirements

  • Perform Rate Studies for members as assigned

Perform treasury accounting functions

  • Generate accounting entries for cash receipts, disbursement and investment transactions relating to MMWEC’s $250 million Investment Portfolio

  • Prepare investment income allocations for month-end

  • Prepare month-end statistical reports and graphs

  • Assist in the coordination and reconciliation of the various bond fund transfer activities related to annual debt service payments

  • Manage and reconcile cash positions for cooperatives

Perform debt and cash flow analysis

  • Generate fixed cost estimates for the various projects

  • Prepare research analysis for MMWEC debt issuance

  • Develop bond size and annual cost studies for MMWEC and member systems

  • Develop long-term project cash flow projections

  • Develop revenue requirements and cash flow forecasts for the member participants

  • Compile member system's financial data and analyze their DPU returns

  • Maintain understanding of general bond resolution and investment compliance

  • Assist in the preparation of year-end data and analysis for and interface with independent Certified Public Accountants

Investment Activity

  • Develop and maintain portfolio investment models which identify portfolio risks and sensitivities affecting returns

  • Manage and prepare annual, quarterly and monthly investment performance reporting for internal and external audiences

  • Responsible for the recording and compliance with risk management policies related to investment trading transactions

  • Produce daily position reconciliation reports and trading reports on time sensitive basis

  • Resolve discrepancies or issues that arise from trade processing

Arbitrage rebate compliance of bond proceeds

  • Prepare detailed analysis of cash flow tracking and arbitrage rebate calculations

  • Coordinate information with consultant and bond counsel

  • Maintain understanding of IRS tax-exempt financing and arbitrage regulations

  • Analyze MMWEC strategies and provide options to comply with IRS arbitrage regulations.

QUALIFICATIONS

  • Bachelor's degree in Finance or Accounting

  • 5 to 7 years job-related experience

  • Working knowledge of arbitrage regulations relating to tax-exempt bonds

  • Strong analytical and critical thinking skills

  • Proficiency with Microsoft Office including Excel macros, familiarity with Bloomberg

  • Detail-oriented, forward-thinking, able to handle multiple responsibilities simultaneously
