Job/Position DescriptionUnder the general supervision of the Public Health Region 1 (PHR 1) Program Manager IV for Preparedness and Response (PAR), the Epidemiologist II:and#149; Conducts advanced disease surveillance and epidemiological investigations. and#149; Serves as a regional specialist in the prevention and control of infectious disease. and#149; Participates in the planning, development, interpretation and implementation of preparedness and response to issues related to infectious disease. and#149; Performs professional, consultative, investigative, advisory and educational activities for regional public health programs. and#149; Completes, reviews, and submits technical reports to involve epidemiological data and compilation of results. and#149; Assists in development of operational manuals/protocols used in implementing epidemiology programs.and#149; Develops and participates in conducting educational programs/trainings.and#149; Prepares and presents speeches, technical reports, and briefings.and#149; Consults with hospital administrators, physicians, state and national organizations, and others on the epidemiology of diseases.and#149; May be required to deploy has a state resource during response to a public health emergency.and#149; Performs related work as assigned.Essential Job FunctionsEssential Job Functions:Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Safe operation of either a state-owned vehicle or personal vehicle is required to conduct state business and an acceptable driving record must be maintained in accordance with DSHS Policy OS-3901, Fleet Operations and Management and Procedures and standards developed by the Texas Department of Public Safety. Must comply with DSHS PHR1 health and safety policy, including the immunization policy. EJF 1 (45%) Disease Investigations and Analysis Initiates and conducts advanced epidemiological investigations and provides subject matter expertise consultation with public health and healthcare partners. Coordinates the collection of epidemiological data to detect and analyze trends, outbreaks, and other potential adverse public health events related to infectious diseases. May serve as backup Team Lead in the absence of the Epidemiologist III. Assists in the planning and execution of regional epidemiology activities. As a component of disease investigations, may be required to collect, package and ship potentially hazardous biological and clinical specimens. May be required to conduct face-to-face interviews with persons having a known or suspected infectious disease transmitted by the respiratory route including Tuberculosis. Timely completion and submission of high-level technical reports and projects for review by state and national organizations. Monitors disease incidence within the region to rapidly detect and address disease outbreaks including natural or bioterrorism events. Serves as the source person for difficult questions and problems from less experienced coworkers and provides input related to performance of team members to section manager. EJF (35%) Liaison and Subject Matter Expert Builds and maintains rapport and positive relationships with a wide variety of epidemiology and surveillance partners including: local health departments, infection control practitioners, physicians, laboratories, school nurses and other groups/individuals involved in public/private health care.
