Public Sector Senior Portfolio Manager

Location: Los Angeles, CA

We're in search of a Senior Portfolio Manager to oversee ICF's public sector work focused on Regional Energy Networks and Community Choice Aggregators. In this role, you will leverage your leadership, communication, and relationship building skills to lead a diverse matrixed team of program managers, engineers, communication professionals and marketing and IT developers to design, launch, and deliver customer-centric energy programs across the state.

What you will be doing:

Your prime responsibility will be building strong relationships with public sector clients that allow our team to design and implement program strategies aligned with their customer-focused goals. You will utilize your extensive program implementation experience and knowledge of California PUC regulatory proceedings to connect clients with a broad group of ICF experts. You'll collaborate with public sector clients to create programmatic solutions and partner with regulatory and business development professionals to develop and grow new programs and portfolios.

Working closely with the California Region Lead, you'll ensure the delivery of high-performance programs, exceptional customer satisfaction, and strategic growth within your portfolio. Your leadership will cultivate a collaborative and inclusive team of program and portfolio managers, providing daily management support to their portfolios and ICF program teams. Leveraging industry best practices and resources, you'll promote team development and facilitate success in delivering crucial programs and projects for our clients.

The selected candidate will be responsible for the following core program responsibilities across the client territory:

  • Work with leadership, subject matter experts, and clients to design and deliver transformational program portfolios.

  • Build and guide collaborative and inclusive teams that have the talent needed to deliver on all client goals and contract KPIs.

  • Contribute to the regulatory evolution of the energy industry through participation in utility and other stakeholder working groups, committees, organizations, and conferences.

  • Building rapport and trust with clients by understanding their business and priorities, always following through on commitments, and bringing One ICF to all engagements.

  • Maintain a comprehensive understanding of program designs, performance status, and how the performance of our program portfolios impacts our clients.

  • Solve client challenges through collaboration and partnerships with subcontractors, internal partners, and clients.

  • Work with internal teams to drive and oversee partnership strategy, engagement, and management.

  • Forecast, track, and deliver portfolio-level financial and performance targets.

  • Collaboratively design program budgets and staffing needs across cross-functional teams.

  • Guide and enable high performing teams through inclusive collaboration and career growth-oriented people management.

  • Become an expert in ICF’s suite of services and expertise and bring those solutions to your clients based on their strategic and programmatic needs.

  • Lead or play a substantial role in preparing for, pursuing, and negotiating recompetes and/or extensions of the portfolio, including pricing and proposal writing.

  • Coordinate with other ICF teams to share new or innovative offerings, meet new or evolving business needs or challenges, and expand our footprint with the clients’ organization.

What we need you to have (minimum qualifications):

  • Bachelor’s degree (concentration in Environmental Science, Energy Resources, Policy, Engineering a plus, or related field).

  • 8+ years of experience in an energy or energy related field (experience developing, designing, and managing successful energy efficiency, electrification, distributed energy resource, and/or demand reduction programs for California utilities a plus).

  • 2+ years of experience leading project teams.

What we would like you to have:

  • Master’s Degree in Environmental Science, Energy Resources, Policy, Engineering, Law, or Business Administration.

  • Established relationships with the CPUC, RENs, CCAs, IOUs and/or MOUs.

  • Demonstrated success managing complex cross-functional teams to achieve high levels of production, meet tight deadlines, and deliver compliant quality work products.

  • Ability to communicate effectively, written and verbally, with clients and colleagues at all levels.

  • Advanced proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)

  • Advanced analytical skills and experience with Power BI (or similar data visualization tool)

  • Demonstrated experience guiding multiple program portfolio teams.

  • Ability to establish influential partnerships at all levels.

  • Strategic mindset with the ability to identify new opportunities.

  • Demonstrated experience with business development and client development.

  • Demonstrated experience in continuous improvement and quality assurance/control theories, techniques, and application.

  • Recognized internally and externally for expertise in functional area.

  • Firm understanding of procurement best practices and contract administration.

  • Industry certifications, professional affiliations, and publications.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$116,605.00 - $198,228.00
